About the Role

Performs complex and specialized human resources work, serving as a resource for technical problems in areas such as recruitment, classification, employee relations, benefits, HR operations, DEI, and training. This role involves supervising subordinate employees and coordinating various HR functions.

Responsibilities

  • Supervises subordinate employees in performing professional human resources work.
  • Coordinates recruitment activities, including announcement preparation and determining recruiting sources.
  • Reviews recruitment matters with consultants and specialists.
  • Reviews applications requiring a high degree of judgment for acceptance or rejection.
  • Performs job analyses of individual positions and classes.
  • Determines, develops, and approves examination subject matter.
  • Assigns relative weights to examination parts and reviews test items for accuracy.
  • Establishes passing points and organizes material for final review.
  • Investigates and responds to complaints, protests, and appeals regarding examination matters.
  • Supervises and participates in classification studies and projects.
  • Processes departmental classification requests and coordinates the preparation of class specifications.
  • Makes recommendations regarding establishing, consolidating, or abolishing classes.
  • Investigates problems, complaints, and appeals regarding allocations and status determinations.
  • Evaluates requests for leave and ADA accommodation.
  • Administers processes for filling positions, employee transfers, hiring, onboarding, and layoffs.
  • Interviews and examines candidates and administers employee discipline.
  • Negotiates resolutions to grievances and investigates complaints of serious employee misconduct.
  • Enforces MOUs to ensure consistent departmental compliance.
  • Acts as a Skelly officer in employee disciplinary hearings.
  • Performs highly specialized human resources work and assists coworkers.
  • Supervises and participates in conducting salary and wage surveys.
  • Conducts special studies and investigations pertaining to fringe benefits and working conditions.
  • Appears before legislative bodies and committees to explain and interpret HR matters.
  • Performs special projects involving the planning, research, development, or implementation of HR administration phases.
  • Prepares memoranda, correspondence, records, and reports with recommendations.
  • Meets with employees, department heads, labor representatives, and personnel of other jurisdictions regarding HR laws and regulations.
  • Implements diversity, equity, and inclusion efforts by developing resources and training.
  • Leads diversity recruitment efforts, coaches management, and mediates workplace conflict.
  • Creates and monitors DEI benchmarks.
  • Trains and consults with City employees, including HR professionals, on supervision and leadership.
  • Conducts and develops team building workshops and career development programs.
  • Consults with managers on training and organizational development projects.

Requirements

  • Must be a Current Category 16, 17, or 18 Exempt Employee in Class 1246 who has worked at least 2,080 hours in class 1246.
  • Possession of a baccalaureate degree from an accredited college or university.
  • Five (5) years of professional human resources experience in one or more of the following areas: recruitment and selection; classification and compensation; employee and/or labor relations; benefits administration; human resources operations; diversity, equity, and inclusion; and personnel training.
  • Of the five years of experience, one year must have been as (1) an advanced journey level classification, similar to 1244 Senior Human Resources Analyst, or (2) lead or supervised a small team of professional staff involved in difficult and complex HR matters.
  • Verifiable professional human resources work experience may substitute for up to two years of education.
  • Possession of a Juris Doctorate (J.D.) or a Master's degree in a related field may substitute for one year of experience.
  • Completion of a 12-month Human Resources Trainee program may substitute for one year of experience.
