About the Role
We are seeking a Technical Program Manager to drive the strategy, delivery, and operational excellence of RBC’s hybrid cloud footprint. This role involves translating business priorities into coordinated technical delivery, removing friction, and ensuring reliable, secure, and compliant infrastructure and platform capabilities. You will actively identify opportunities to leverage AI tools to enhance program delivery speed, consistency, and scalability.
Responsibilities
- Own end-to-end program management for hybrid cloud initiatives spanning AWS, Azure, and On-Premise environments.
- Apply Agile practices and methodologies (Scrum, Kanban, SAFe) across multiple teams.
- Partner with engineering, product, business, and finance stakeholders to align priorities, manage dependencies, and communicate program status, risks, and trade-offs.
- Identify, evaluate, and implement AI-enabled tools and workflows to improve program management practices.
- Establish and maintain program governance artifacts like roadmaps, RAID logs, and dashboards.
- Facilitate cross-team ceremonies to keep distributed technical teams aligned.
- Drive continuous improvement of team delivery practices, coaching on Agile and DevOps principles.
- Manage escalations and resolve cross-team conflicts.
- Contribute to the maturity of the technical program management function, defining AI-enabled program management practices.
Requirements
- Proven experience as a Technical Program Manager or Program Manager, ideally within a financial institution or highly technical, regulated environment.
- Demonstrated ability to manage multiple concurrent, cross-functional programs with competing priorities and dependencies.
- Strong communication skills, with experience presenting to and influencing senior stakeholders.
- Deep, applied knowledge of Agile frameworks - Scrum, Kanban, and SAFe.
- Hands-on experience with agile planning, flow management, continuous refinement, and continuous delivery/continuous integration practices.
- Required experience with Jira and Confluence for program tracking, planning, and documentation.
- Familiarity with metrics that support flow and delivery management.
- Solid working knowledge of cloud technologies and hybrid cloud architectures - AWS, Azure, and On-Premise infrastructure.
- Comfortable engaging in technical conversations with engineering teams.
- Practical experience using AI tools (e.g., generative AI assistants) to improve personal or team productivity.
- A thoughtful, judgment-driven approach to applying AI.
- Curiosity and a continuous-learning mindset toward emerging AI capabilities.
- Experience partnering effectively with stakeholders across engineering, product management, business, and finance functions.
- Ability to translate between technical and non-technical audiences.
- Experience in a financial services, banking, or other highly regulated industry (Nice to have).
- Relevant certifications (PgMP, SAFe Agilist, ACSM, KMP, or equivalent) (Nice to have).
- Familiarity with cloud governance, cost optimization, or FinOps practices (Nice to have).
- Experience building or piloting internal AI-enabled tooling or workflows for program/portfolio management (Nice to have).
