About the Role
As Strategic Finance Manager, you will contribute to the delivery of treasury management for Westminster City Council, the Royal Borough of Kensington and Chelsea, and the London Borough of Hammersmith and Fulham. You will ensure cash, borrowing, and investment activities are managed correctly, lead the development and implementation of Treasury Management and Annual Investment strategies, and provide strategic oversight of cash flow, liquidity, investment, and borrowing requirements. You will also lead the identification, assessment, and management of treasury risks, oversee investment counterparties, monitor financial markets, and provide professional advice to senior colleagues.
Responsibilities
- Lead the development, review, and implementation of the Councils’ Treasury Management and Annual Investment strategies and policies.
- Ensure compliance with relevant codes, guidance, and governance.
- Provide strategic oversight of cash flow, liquidity, investment, and borrowing requirements.
- Lead the identification, assessment, and management of treasury risks.
- Oversee investment counterparties and financial institutions.
- Monitor the financial markets, economic developments, and changes in legislation.
- Provide high-quality professional advice to senior colleagues.
- Ensure robust reporting of treasury activity and performance.
- Lead the preparation of reports for senior managers, audit committees, and other bodies.
- Support the effective governance of the three Local Government Pension Scheme (LGPS) funds.
- Assist with the preparation of committee and local pension board reports, governance policies, regulatory compliance, Member training, and implementation of decisions.
- Assist with the implementation of LGPS investment pooling requirements.
- Ensure that the decisions of each administering authority are implemented and monitored effectively.
- Provide professional leadership and develop the capability, resilience, and succession planning of staff.
- Build collaborative relationships across the three Councils and with external advisers, financial institutions, and professional bodies.
- Drive efficient processes, appropriate use of technology, and the highest standards of treasury management and pension fund governance.
Requirements
- Well-developed experience of working in a senior finance role with a large and complex organisation, preferably in local government or the wider public sector.
- Ability to provide high-quality financial advice and support to key stakeholders.
- Ability to explain complex issues clearly and support effective decision-making.
- Deep understanding of financial planning, financial management, and corporate finance.
- Understanding of the challenges and opportunities facing large organisations.
- Ability to analyse complex information and develop effective governance, controls, policies, and procedures.
- Superb interpersonal skills to build positive relationships with a diverse range of colleagues and stakeholders.
- Ability to deliver complex projects and programmes to demanding deadlines.
- Strong knowledge of the local authority treasury framework.
- Ability to analyse complex financial information, investment proposals, market data, and risk exposures.
- Excellent strategic judgement and risk management skills.
- Highly developed writing talents to produce authoritative strategies, policies, committee reports, and briefings.
- Confident presentation and influencing skills to advise senior officers and elected Members.
- Ability to challenge external advisers and financial institutions.
- Inspirational leader and manager with strong organisational, project, and change management skills.
- Ability to manage competing priorities.
