About the Role
This position researches, plans, and executes external affairs and strategic partnership initiatives to support the Company in establishing and maintaining key relationships. It focuses on analyzing the external environment, identifying priority markets and stakeholders, and developing action plans for relationship management and strategic partnerships.
Responsibilities
- Analyze external-relations needs and develop annual/quarterly external affairs and strategic partnership plans.
- Build and manage a stakeholder map of external organizations.
- Classify external organizations and recommend priority relationships and resource allocation.
- Define Company owner, contact point, communication objectives, action plan, and follow-up dates for priority relationships.
- Continuously update contacts, meetings, commitments, opportunities, risks, and partnership outcomes.
- Establish and maintain routine contacts with government agencies, economic development organizations, and investment-promotion organizations.
- Research government resources, policies, and partnership opportunities supporting business development.
- Support communication of Company development plans, employment contribution, community value, and investment plans.
- Coordinate internal departments in preparing information for government or economic development organizations.
- Coordinate review with relevant departments and external advisors for tax, grant, incentive, legal, or formal application matters.
- Analyze external-relations needs for new markets and identify priority relationship-building areas.
- Build government, chamber, community, and business-resource networks in target cities.
- Support understanding of a city's business environment, community characteristics, and key stakeholders.
- Identify and alert on community concerns, business-association issues, government coordination needs, and external-relations matters affecting store projects.
- Assist in resolving issues affecting project progress due to community communication, public relations, or external-agency coordination.
- Collect feedback from government agencies, chambers, communities, and partners after store opening and develop relationship-maintenance plans.
- Identify relevant chambers of commerce, business associations, and industry organizations.
- Recommend Company membership, participation, sponsorship, and partnership opportunities.
- Represent the Company at approved external meetings and events.
- Build long-term relationships in priority regions within the approved scope.
- Partner with stores and Operations teams to establish relationships with community organizations and local entities.
- Review event and membership relationships to assess value and recommend continuation, adjustment, or discontinuation.
- Identify potential strategic partners related to new markets, store traffic, merchandise, supply chain, technology, talent, membership, and brand development.
- Gather information on partner background, resources, capabilities, reputation, and potential risks.
- Assess partnership value, target customers, business model, resource requirements, costs, benefits, and feasibility.
- Support the development of partnership proposals.
- Coordinate follow-up communications and internal reviews for approved opportunities.
- Establish and maintain the Strategic Partnership Pipeline and report key opportunities, stages, risks, and decisions needed.
- Support the Business Owner in establishing a project plan for approved strategic partnerships.
- Continuously track responsibilities, resources, promotion, systems, and other implementation items for partnerships.
- Identify and drive resolution of partnership delays, unclear responsibilities, insufficient resources, or partner non-performance.
- Coordinate relevant departments to collect actual results and organize reviews of partnership value generated.
- Prepare issue analysis and recommendations to adjust, pause, or terminate partnerships with prolonged lack of progress or value.
- Represent the Company at general external meetings and events.
- Define communication objectives, approved Company messaging, attendees, sensitive issues, and non-committable matters before meetings.
- Prepare meeting minutes and action items documenting concerns, commitments, owners, and due dates.
- Continuously monitor government policies, the external environment, and stakeholder changes that may affect the Company.
- Collect original policy texts, official information, and feedback from external organizations.
- Flag potential impacts to the CSO and relevant departments.
- Maintain an issue log and follow up on matters affecting store projects, Company reputation, or external relationships.
- Support the Company in coordinating consistent internal information and external communications during major external incidents.
Requirements
- Bachelor’s degree or above in Public Affairs, Government Relations, Business Administration, International Relations, Marketing, Communications, or a related field.
- 2-4 years of experience in external affairs, government relations, economic development, chambers/associations, community relations, strategic partnerships, Business Development, or related work.
- Experience in chain retail, consumer products, multi-site companies, commercial real estate, or regional market entry preferred.
- Proficiency in Excel, PowerPoint, and BI tools.
- Strong Chinese and English research, written communication, and verbal communication skills.
