About the Role

The Community Service Society (CSS) seeks a Health Attorney to provide high-level consumer assistance to individuals with mental health conditions or substance use disorder, and their support networks. This role involves navigating health coverage, appealing denials, and resolving medical debt issues for low-income New Yorkers.

Responsibilities

  • Write appeals and complaints, and provide hearing representation for clients appealing health insurance coverage denials.
  • Respond to live calls on the CHAMP Helpline, including extended hours approximately once per week.
  • Represent consumers in medical debt negotiations with providers and debt collectors.
  • Provide information, education, advice, and navigational services to beneficiaries on utilizing health insurance and care.
  • Develop legal strategies and policy remedies for consumer health coverage needs.
  • Conduct legal and policy research on health insurance policy, benefits, laws, and consumer rights.
  • Provide trainings and presentations to beneficiaries, family members, advocates, and providers.
  • Prepare training materials and fact sheets.
  • Maintain thorough case records of services provided, advice, appeals, and referrals.
  • Identify systemic trends or practices adversely affecting clients and collaborate with CSS staff and stakeholders.
  • Fulfill other responsibilities as identified by the Supervisor.

Requirements

  • Must have earned a JD degree.
  • Admission to practice law in New York State is preferred.
  • Minimum of two years of experience assisting consumers or advocates with health insurance, health care access, benefits, or coverage issues.
  • Experience advocating on behalf of healthcare consumers to health insurance companies and health care providers is preferred.
  • Experience working with people with mental health conditions and substance use disorders is preferred.
  • Excellent oral communication skills and patience working with people with complex health needs.
  • Educational background with excellent reading comprehension, organized thought, and clear concise writing.
  • Written and spoken fluency in Spanish or a language other than English is strongly preferred.
  • Diplomatic skills for working with key stakeholders.
  • Ability to speak, type, and write clearly, concisely, and persuasively.
  • Ability to keep detailed notes of all communications.
  • Research and database management skills are preferred.
  • Intermediate proficiency in computer applications (including Outlook and Microsoft Office) and websites is required.
  • Familiarity with a web-based secure case management database on the Salesforce platform is required.
