About the Role

This role is a newly created position within Harrow Council’s Public Health team, focused on improving health and wellbeing across the borough. The Behaviour Change and Healthy Weight Lead will deliver Harrow’s MECC Strategy, embedding health improvement conversations across various sectors and empowering staff and partners to support healthier lifestyles. This position contributes to long-term population health improvements and the reduction of health inequalities.

Responsibilities

  • Lead the design, development, and delivery of a high-quality MECC training programme.
  • Create engaging training resources.
  • Deliver impactful training sessions.
  • Establish a sustainable train-the-trainer model.
  • Provide professional leadership and oversight for the Child Healthy Weight Programme.
  • Support quality assurance, programme development, and continuous improvement across a diverse network of providers and partners.
  • Shape and influence key public health programmes.
  • Align health improvement messaging across the local health and care system.
  • Ensure residents have access to consistent, evidence-based support.

Requirements

  • Proven experience of leading complex public health behaviour change programmes and initiatives with minimal supervision.
  • Excellent knowledge of culturally sensitive, evidence-based and compassionate behaviour change approaches.
  • Ability to design and deliver effective interventions for diverse communities using behaviour change theory and professional judgement.
  • Strong facilitation and presentation skills, with the confidence to engage and work effectively with groups from a wide range of backgrounds.
  • Experience of coaching, mentoring and developing others, helping colleagues and partners build skills, knowledge and confidence.
  • Excellent communication skills, with the ability to translate complex health information into clear, accessible and trauma-informed messages.
  • Strong stakeholder engagement and influencing skills, with experience of building effective partnerships and managing sensitive or challenging conversations without formal authority.
  • Ability to identify opportunities for improvement, solve problems proactively and use initiative to drive positive change.
  • Excellent organisational and time management skills, with the ability to prioritise competing demands and deliver high-quality outcomes within agreed timescales.
  • Good understanding of key public health priorities, including infection prevention and control, vaccination programmes, common communicable diseases and health improvement approaches.
