About the Role

The London Borough of Harrow seeks an experienced Clerk of Works/QS - Repairs to ensure the effective delivery of housing repairs and maintenance. This role involves quality and commercial assurance checks on payment applications from service partners, ensuring works meet high standards of quality, safety, compliance, and value for money. The postholder will act as a key commercial authority, providing professional oversight to service managers and budget holders to ensure effective maintenance and commercial value.

Responsibilities

  • Carry out robust quality and commercial assurance checks against applications for payment submitted by service delivery partners.
  • Ensure all works are fully evidenced and delivered to the highest standards of quality, safety, compliance, and value for money.
  • Scrutinise payment claims against agreed schedules of rates, providing assurance that expenditure is accurate, justified, and aligned with contractual requirements.
  • Provide professional oversight and assurance to service managers and budget holders across multiple programmes.
  • Ensure housing assets are maintained effectively and services deliver both quality outcomes and commercial value.
  • Influence stakeholders across a range of services to drive high standards and continuous improvement.

Requirements

  • Experience working in or advising within a public sector setting, ideally in housing, local government, or social housing.
  • Experience handling complex commercial cases.
  • Ability to interpret technical information and apply it in operational contexts.
  • Strong analytical and problem-solving skills.
  • Excellent communication skills, in different formats and for different audiences.
  • Ability to influence and support colleagues without direct line management.
  • Ability to manage multiple tasks and deadlines, work independently, and prioritise under pressure.
  • Good IT skills and familiarity with common systems (Microsoft Office suite, document management, database systems).
