About the Role
The Department of Social Services (DSS) is recruiting for an Associate Benefits Opportunity Specialist I to function as a CPRU (Central Packet Review Unit) Specialist. This role involves performing outreach, administrative, and analytical duties related to resolving client fair hearing requests and preparing documentation for hearings.
Responsibilities
- Review and analyze Fair Hearing Requests to determine case resolution or need for packet preparation.
- Analyze client case databases (WMS, POS, New York City Way, etc.) to verify accuracy and identify defective notices.
- Correct cases that can be resolved and route cases within the FHEMS system.
- Prepare electronic Fair Hearing evidence packets using the FHEMS system.
- Communicate with Fair Hearing Representatives to ensure packet completeness and document resolutions.
- Conduct client outreach for cases requiring follow-up to determine resolution.
- Explain the fair hearing process to clients and gather necessary documentation.
- Monitor and review FHEMS queues to ensure timely completion of work.
- Consult with supervisors regarding workload and case actions.
- Stay updated on Agency Policies, Procedures, and FHEMs system changes.
- Notify Job Center staff of required actions for case resolution.
- Respond to inquiries and complaints from external agencies, officials, and central office operations.
- Send resolution letters to clients for resolved cases.
- Communicate with Fair Hearing Representatives regarding evidence packet quality and case defense.
Requirements
- Must be permanent in the Benefits Opportunity Specialist (BOS) civil service title for at least one year.
- Must take and pass the Associate Benefits Opportunity Specialist (ABOS) exam when available to remain in the title.
- A four-year high school diploma or equivalent, and three years of full-time satisfactory experience in social/human services or a related setting providing client services or employment planning/counseling.
- A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist.
- A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience in social/human services or a related setting.
- College credit may substitute for experience at a rate of 60 semester credits for 9 months of work experience, but all candidates must have at least 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or in social/human services.
