About the Role

The Associate Benefits Opportunity Specialist II (ABOS II) supervises teams of Benefits Opportunity Specialist (BOS) staff, who determine eligibility, provide financial planning, economic support, and monitor services to promote individual and family self-sufficiency. The ABOS II utilizes supervisory, program development, quantitative analysis, and research skills to achieve the goals of the Family Independence Administration/Benefits Access Center.

Responsibilities

  • Monitor the workflow of BOS workers handling application processes, case closures, and one-shot deals.
  • Review specific cases and authorize benefits as required.
  • Review the accuracy and timeliness of reports, including relevant Work lists.
  • Act as a liaison to the Rental Assistance Unit.
  • Conduct daily sweeps to ensure timely and proper service.
  • Manage a team of BOS workers who interview applicants, assess eligibility for grants, public assistance, food stamps, and Medicaid, and make referrals.
  • Manage a team of BOS workers providing comprehensive service delivery to participants after case establishment.
  • Manage a team of BOS workers responsible for case aspects, including ongoing eligibility, participant assessment, and developing Employment Assessment and Employment Plans.
  • Ensure adequate planning, scheduling, and monitoring of case management activities, reviewing outcome reports, work lists, audits, and client feedback.
  • Assist with case consultation and guidance on difficult cases.
  • Oversee teams of clerical and BOS workers providing quick service for walk-ins and phone inquiries, handling reported changes, providing information, and maintaining contact with other teams.
  • Oversee staff who interview and determine housing needs for at-risk or homeless tenants, developing anti-eviction/housing plans.
  • Monitor conference activities and prepare regular reports on unit activities.
  • Perform final review of packets prior to fair hearing and determine if resolution is required.
  • Prepare reports on key performance outcomes and ensure timely implementation of corrective actions.
  • May conduct field visits.

Requirements

  • Permanent in the Associate Benefits Opportunity Specialist Civil Service title.
  • A four-year high school diploma or equivalent, and three years of full-time satisfactory experience in social/human services or a related setting, providing client services or employment planning/counseling services.
  • A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist.
  • A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience in social/human services or a related setting.
  • College credit from an accredited college may be substituted for experience on the basis of 60 semester credits for 9 months of work experience, with a minimum of 18 months of full-time satisfactory experience as a Benefits Opportunity Specialist or in social/human services work.
