About the Role
The Office of Labor Relations (OLR) is seeking two Assistant Negotiators to represent the Mayor in collective bargaining agreement negotiations for over 350,000 unionized city employees. This role involves assisting the Commissioner in various labor relations functions, including collective bargaining, mediation, fact-finding, and contract administration.
Responsibilities
- Consult with and advise the Commissioner, First Deputy Commissioner, Associate Commissioners, and Assistant Commissioners on assigned labor relations problems.
- Assist the chief spokesperson or lead negotiator in collective bargaining negotiations; may lead negotiations with smaller bargaining units or on minor issues.
- Act as labor relations consultants to city agencies.
- Serve as a liaison with other oversight agencies, including DCAS, OMB, FISA-OPA, and the Law Department.
- Attend meetings with agency heads or labor groups with senior OLR officials, and represent them when designated.
- Assist in preparing and presenting cases for fact-finding hearings and arbitration proceedings.
- Draft and review contracts, agreements, and settlement terms.
- Build and maintain positive labor-management relationships.
- Collaborate with legal counsel on labor and employment matters.
Requirements
- A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, or a closely related field, plus four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area, with at least 18 months in an executive, managerial, administrative, or supervisory capacity.
- A baccalaureate degree from an accredited college, plus five years of professional experience, including at least 18 months in an executive, managerial, administrative, or supervisory capacity as described above.
- Education and/or experience equivalent to the above, provided all candidates possess a baccalaureate degree and the required 18 months of executive, managerial, administrative, or supervisory experience.
