About the Role

The Associate Benefits Opportunity Specialist II (ABOS II) supervises teams of Benefits Opportunity Specialist (BOS) staff, who determine eligibility, provide financial planning, and offer economic support. The ABOS II utilizes supervisory, program development, and research skills to achieve the goals of the Family Independence Administration (FIA)/Benefits Access Center.

Responsibilities

  • Monitor the workflow of BOS workers handling applications, case reopenings, and one-shot deals.
  • Review specific cases and authorize benefits as required.
  • Review the accuracy and timeliness of reports, including Work lists.
  • Act as a liaison to the Rental Assistance Unit.
  • Conduct daily sweeps to ensure timely and proper service.
  • Manage a team of BOS workers who interview applicants, assess eligibility for grants, public assistance, food stamps, and Medicaid, and make referrals.
  • Manage a team of BOS workers providing services to participants after case establishment.
  • Manage a team of BOS workers responsible for ongoing eligibility, assessments, and employment plans.
  • Ensure adequate planning, scheduling, and monitoring of case management activities.
  • Conduct regular reviews of outcome reports, work lists, and audits.
  • Assess client feedback to ensure team performance meets self-sufficiency goals.
  • Assist with case consultation and guidance on difficult cases.
  • Oversee teams providing quick service for walk-in or telephone inquiries.
  • Oversee staff determining housing needs for at-risk or homeless tenants.
  • Develop anti-eviction/housing plans of intervention.
  • Monitor conference activities and prepare regular reports on unit activities.
  • Perform final review of packets prior to fair hearing and represent the Agency.
  • Prepare reports on key performance outcomes and ensure corrective actions are implemented.
  • May conduct field visits.

Requirements

  • Applicants must be permanent in the Associate Benefits Opportunity Specialist civil service title.
  • A four-year high school diploma or equivalent, and three years of full-time satisfactory experience in social/human services or a related setting, providing client services or employment planning/counseling.
  • A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience as a Benefits Opportunity Specialist.
  • A baccalaureate degree from an accredited college plus eighteen months of full-time satisfactory experience in social/human services or a related setting.
  • College credit may substitute for experience at a rate of 60 semester credits for 9 months of work experience, but a minimum of 18 months of full-time satisfactory experience is required.
