About the Role
The VP of Older Adult Services and Economic Development will serve as a critical member of the senior leadership team, collaboratively articulating, implementing, and operationalizing the strategic vision, mission, and goals of the agency. This role oversees departmental programs and services, continually evaluating effectiveness to strengthen funding diversification and participant outcomes, and supervises the Assistant Director and Program Coordinators.
Responsibilities
- Support the mission, values, goals, and objectives of Elmcor.
- Assist the CPO with implementing the organization’s strategic plan, public policy, fundraising, grant writing, and identifying new business and program enhancements.
- Work to maintain and strengthen the fiscal viability of Elmcor Older Adult and Economic Development programs with sustainable funding sources.
- Collaborate with leadership to attract funding for older adult and economic development programming.
- Cultivate and create new relationships with external partners to ensure participant resources and access to services.
- Represent the organization externally through community coalitions and taskforces.
- Develop and implement strategies to maximize synergies among program areas.
- Establish annual program and staff goals and objectives, tracking results and accountability protocols.
- Provide oversight of program compliance plans.
- Supervise program supervisors on improving program management and delivery for increased effectiveness and accountability.
- Ensure clarity around decision-making authority within the department and cross-agency teams.
- Provide leadership in assessing programmatic priorities, projects, and activities for feasibility and priority.
- Implement a professional development program to address employee experience and skill gaps.
- Work with staff to develop objective performance measurements across all programs.
- Instill a sense of accountability among team members by modeling appropriate oversight of performance standards.
- Strengthen effective supervision, training, and enhance staff engagement and team building.
- Assure performance evaluations of program staff and implement yearly staff development plans.
- Provide assistance and guidance on troubleshooting program and staff performance challenges.
- Mentor VPs to build their skills and confidence in supervising, evaluating, mentoring, encouraging, and motivating staff.
- Work with the CPO and HR to identify and shape new positions and participate in hiring decisions.
- Supervise senior program management.
- Manage government and private contracts, program development, implementation, and compliance.
- Maintain familiarity with contract management, budget development/oversight.
- Act as the direct administrative contact for program operations with funders and stakeholders.
- Establish consistent, objective program performance standards of accountability.
- Collaborate with Development Manager and CFO to complete funding applications and budget modifications.
- Enhance IT related to program management, compliance, data, and operations.
- Work with the fiscal department to manage the agency budget, maximizing impact and efficiency.
- Coordinate with leadership on developing new program ideas and pilot projects.
- Develop an annual marketing plan addressing benchmarks, promotion strategies, and timelines.
- Communicate, promote, and market older adult programs and services to participants and the broader district population.
- Develop and implement strategies to increase resident participation in older adult programs, activities, and services.
- Coordinate ongoing evaluations and assessments for program offerings, instructors, and participant feedback.
- Plan and coordinate needs assessments and focus groups as requested.
Requirements
- Bachelor’s degree required; Master’s degree preferred in Human Services, Social Sciences, Public Health, Business/Public Administration, or a related field.
- A minimum of five years of leadership experience in a nonprofit, government, or philanthropy, overseeing multiple programs or contracts, ideally at an organization serving diverse communities.
