About the Role

The Civil Rights Specialist IV (CRS IV) performs complex consultative services and technical assistance related to Title VI of the Civil Rights Act of 1964 compliance in programs and services. This role involves coordinating with agencies on civil rights policies, investigating discrimination complaints, and providing guidance to staff and external stakeholders.

Responsibilities

  • Coordinate policies, procedures, and guidelines related to civil rights compliance and service delivery in HHS programs.
  • Conduct discrimination complaint investigations, including intake interviews, within required timeframes.
  • Conduct surveys, interviews, and reviews to evaluate compliance with civil rights requirements.
  • Collect data, organize and analyze operations, and review reports, recommendations, and justifications.
  • Prepare compliance review reports based on interview responses and data.
  • Provide guidance to staff in the development and integration of new methods and procedures.
  • Analyze programs to develop action plans for improvement or initiation of new programs.
  • Work with other civil rights staff in determining trends and resolving technical problems.
  • Provide consultative services and technical assistance to programs regarding civil rights issues.
  • Assist in planning and implementing effective civil rights requirements.
  • Prepare training materials and present training to HHS staff.
  • Prepare regular and special reports for the civil rights management team.
  • Participate in the maintenance of civil rights policies, procedures, standards, and manuals.
  • Research and identify opportunities to increase the effectiveness of current procedures and streamline processes.
  • Participate in specific projects being developed.
  • Maintain and apply knowledge of civil rights laws, rules, and regulations, as well as legal developments.
  • Provide consultative services and technical assistance necessary to plan and implement effective civil rights programs.
  • Perform other duties as assigned.

Requirements

  • One year of experience in a civil rights or related field.
  • Experience and education may be substituted on a year-for-year basis.
  • Graduation from an accredited four-year college or university.
  • Experience in investigating complaints and utilizing investigative methodologies.
  • Experience in conducting FNS compliance reviews (preferred).
  • Experience in problem-solving, mediation, and conflict resolution.

Skills

  • Knowledge of HHS programs, policies, functions, and objectives.
  • Knowledge of causes and effects of discriminatory practices.
  • Knowledge of and ability to interpret applicable federal and state laws pertaining to civil rights, especially Titles VI of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, and related executive orders and federal guidelines.
  • Skill in investigative methods.

  • Ability to prepare concise reports.
  • Ability to develop evaluation policies and procedures.
  • Ability to assign the work of others.
