About the Role
This role supports the collaboration, coordination, and enhancement of systems planning and design to positively impact the City of Toronto's housing and homelessness initiatives. The Project Manager will advance strategies to improve housing outcomes for residents in need, utilizing an actively anti-racist, trauma-informed, harm reduction, and housing first approach. This position is key to the Coordinated Access to Housing and Supports team, which streamlines the process of assessing, prioritizing, and connecting individuals experiencing homelessness to City-funded housing and supports.
Responsibilities
- Develops and implements detailed project plans and monitors projects to ensure completion in accordance with approved plans.
- Conducts research into assigned areas, considering field developments, corporate policies, legislation, and initiatives by other levels of government.
- Identifies stakeholder requirements and analyzes business processes for optimization opportunities.
- Establishes change plans for new program and system changes, ensuring broad communication.
- Identifies and recommends approaches for addressing program/activity gaps and issues, aligning with City and divisional priorities.
- Leads efforts to improve the Division’s use of technical tools, including requirements gathering, project planning, design collaboration, IT liaison, implementation enablement, and change management.
- Monitors work output, reviews project deliverables, and ensures timely and quality completion by project staff and stakeholders.
- Reviews, evaluates, and recommends detailed project plans and deliverables to Director/Manager, reporting on subproject status and ensuring City obligations are met.
- Prepares project reports, staff reports, briefing notes, and other status update documents for senior leadership.
- Consults and collaborates with key stakeholders, including community groups, City and shelter staff, housing providers, and sector partners to establish service standards.
- Cultivates and maintains strong working relationships with key stakeholders, colleagues, and senior leadership.
- Makes recommendations and prepares communication material to support program management.
- Anticipates, analyzes, and identifies organizational and program delivery impacts of emerging issues; recommends innovative divisional solutions.
- Develops, implements, and manages data collection and planning tools, guidelines, and policies; monitors quality assurance processes; and supports capacity-building of shelter staff.
- Manages contentious project issues, ensuring follow-up documentation, corrective action, and preventative strategies.
- Negotiates and implements innovative solutions to complex project challenges involving multiple stakeholders.
- Responds to emergency and priority situations by anticipating problems, making decisions, and deploying resources.
- Develops, coordinates, and approves communication activities for all staff levels to ensure understanding of the strategic plan.
- Communicates potential situations of political and/or media attention, recommends courses of action, and keeps Director/Manager informed.
- Motivates and provides educational updates to external stakeholders, supporting high standards of work quality and performance.
- Leads working/advisory groups in project planning and program development, recommending new program features and implementation plans.
- Develops contract documents and manages procurements for consultant and contractor assignments.
- Supervises, motivates, and collaborates with project team members, ensuring effective teamwork, quality, and innovation.
Requirements
- Post-secondary education in a relevant discipline (e.g., social sciences, public administration) or an equivalent combination of education and relevant experience.
- Considerable experience in large-scale project management within the human or social services sectors (e.g., administration, operations, service planning, service delivery, policy or program development, community development).
- Considerable experience writing complex reports and developing a range of communication materials (e.g., briefing notes, staff reports) for senior leadership.
- Considerable experience establishing and maintaining effective partnerships and working relationships with stakeholders in diverse community programs or initiatives.
- Considerable experience managing, leading, and motivating a team of professionals while supporting organizational objectives.
- Ability to lead change management initiatives to create a progressive organizational culture that supports effective program delivery.
- Strong verbal and written communication skills, with the ability to communicate with stakeholders at all levels of the organization and different levels of government.
- Highly developed strategic, organizational, analytical, and conceptual thinking skills with the capacity to understand complex operating and policy issues, performance measures, and respond to emerging issues.
- Political acumen, judgment, and insight, including the ability to negotiate and achieve consensus among parties with different objectives.
- Understanding of the impacts of addiction, mental health, homelessness, and poverty, including the ability to work effectively with individuals facing multiple barriers to stable housing.
- Knowledge of relevant issues and trends related to housing and homelessness.
- Familiarity with government legislation in the area of Occupational Health and Safety.
