About the Role
The Strategic Technology Division is responsible for developing and coordinating the deployment of emerging technology applications, strategic IT infrastructure, and enterprise platforms within the New York City Police Department.
Responsibilities
- Lead end-to-end delivery of large-scale technical programs, including IT design reviews, development, testing, deployment, and operations.
- Coordinate cross-functional teams (engineering, QA, operations, products, business) to align on scope, timelines, dependencies, risks, and product outcomes.
- Oversee vendor and consultant performance, ensuring deliveries meet technical standards, SLAs, and contractual obligations.
- Manage program governance, including roadmaps, milestones, issue tracking, risk registers, and status reporting to executives.
- Identify risks, dependencies, and opportunities for improvement, and drive actions to resolution.
- Drive incident management, escalations, and post-mortem analysis for platform or program-related issues.
- Develop and maintain program dashboards, metrics, and analytics to track progress, adoption, and performance.
- Identify process improvements, bottlenecks, and opportunities to enhance delivery efficiency and quality.
- Partner with managers, architects, and leadership to prioritize initiatives and resolve blockers.
- Ensure compliance with secure SDLC standards, security requirements, and governance frameworks.
- Manage relationships with internal and external stakeholders, ensuring clear communication, alignment, and timely issue resolution.
- Facilitate meetings, working sessions with stakeholders/delivery teams and provide regular status reporting to leadership.
- Ensure documentation, governance, and communication materials are accurate, current, and accessible to relevant teams.
Requirements
- Must be permanent in the title of "CERTIFIED IT DEVELOPER (APPLICATIONS)" to be considered.
- Must have current professional/vendor certifications.
- A masters degree in computer science or a related field AND 12 months of specialized experience in computer applications development planning, design, configuration, installation, troubleshooting, integration, performance monitoring, maintenance, enhancement, and security management.
- A baccalaureate degree AND 24 months of specialized experience as described above.
- A four-year high school diploma or equivalent AND 24 months of specialized experience plus 48 months of information technology experience.
- A satisfactory combination of education and experience equivalent to the high school diploma option.
- Must have at least a four-year high school diploma or equivalent and at least 24 months of satisfactory full-time specialized information technology experience if qualifying under options 2, 3, or 4.
