About the Role

The Mayor's Office of Contract Services (MOCS) is a New York City oversight and service agency that manages procurement citywide. MOCS aims to ensure the procurement process is fair, transparent, efficient, and cost-effective by using technology, increasing transparency, and strengthening procurement operations. The Procurement Operations Division optimizes the procurement process by onboarding agencies and vendors to the PASSPort portal, supporting policy initiatives, and facilitating transactions and customer support.

Responsibilities

  • Review and assess complex procurement submissions of assigned City agencies, making recommendations for approval or follow-up actions.
  • Evaluate procurement documents for compliance with City Charter, Procurement Policy Board rules, and other relevant policies.
  • Assist with solicitation development, including protocol development, document drafting, and system configuration.
  • Assist with financial tasks including budget configurations and invoice review configurations as part of procurement planning.
  • Support the design and implementation of system releases for the PASSPort application.
  • Work with the technical team to improve PASSPort and HHS Accelerator applications based on end-user feedback and testing.
  • Support business process reengineering and technology development to improve the procurement process.
  • Act as a liaison and provide customer assistance, guidance, and support to Agency procurement staff.
  • Collect and analyze feedback on stakeholder experience.
  • Facilitate change management, technical troubleshooting, and system guidance of the PASSPort system.
  • Assist in the development of tools and resources, including guides and templates, for citywide replication.
  • Engage in ongoing professional development to strengthen skills in procurement, technology, government operations, public policy, and change management.
  • Understand issues affecting relevant stakeholder groups, including city agencies, M/WBEs, and nonprofits.
  • Participate in cross-division and cross-agency projects, including vendor and procurement management activities.
  • Perform special projects and reports as assigned.

Requirements

  • Graduation from an accredited college with a baccalaureate degree; or
  • Graduation from an accredited community college plus two years of experience with administrative, analytic, coordinative, supervisory or liaison responsibilities; or
  • A four year high school diploma or its educational equivalent plus four years of experience as described above; or
  • A satisfactory equivalent combination of education and experience.
  • Demonstrate competency and/or history of consistent quality performance in meeting deadlines and working independently with attention to detail.
  • Ability to establish relationships quickly and maximize positive team dynamics.
  • Ability to communicate succinctly and effectively verbally and in writing.
  • Ability to distill complex material, present information, and make actionable recommendations.
  • Ability to accurately and consistently document data on stakeholder experience and escalate critical issues.
  • Ability to analyze data and summarize research to support ongoing improvement in operations and service.
  • Ability to educate stakeholders about various procurement and government operations topics and tools.
  • Ability to engage and support stakeholders through all phases of procurement and change.
