About the Role

The Office of Engineering Audits (OEA) is seeking an Administrative Project Manager (Non-Managerial) to provide independent audit for payments under major capital construction and construction-related services. This role involves reviewing and approving contract change orders to ensure scope and cost reasonableness and alignment with contract documents.

Responsibilities

  • Conduct desk/field audits of partial, substantial, final, and contract change payment requisitions for major construction related contract work.
  • Perform final review and examination of prices, reimbursable costs, technical trade labor rates, multipliers, overhead factors, and other related documents to certify fairness and reasonableness of contract changes.
  • May perform field inspections to verify work quality and progress.
  • Supervise and assist a group of subordinate staff involved in the audit of complex construction and construction related contracts.
  • Train assigned staff and ensure departmental and contractual obligations are met.
  • Assist the Deputy Director in reviewing, approving, and signing off on Contract Change Requests (CCR) and Contract Changes (CC) under Capital, Consultant and Construction-Related Contracts.
  • Supervise change order assignments and training of current city employees and consultants.

Requirements

  • Must have permanent civil service status as Administrative Project Manager (Non-Managerial).
  • Baccalaureate degree from an accredited college in engineering, architecture, landscape architecture, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Four year high school diploma or its educational equivalent and nine years of experience as described above; two years of which must have been in an administrative, managerial, executive or supervisory capacity.
  • Education and/or experience equivalent to the above.
  • An accredited Master's degree in engineering, architecture, landscape architecture, business administration, or public administration, a law degree, or a valid New York State license as a Professional Engineer or Registered Architect or Landscape Architect may be substituted for one year of the required experience.
  • All candidates must have two years of the administrative, managerial, executive or supervisory experience.

  • The OEA was established pursuant to Section 93(h) of the City Charter, which delegates the Comptroller’s authority for pre-payment audit of vouchers to the agencies, and Comptrollers Directive 7 which requires that each agency that frequently lets contracts for construction, equipment, and construction related services appoint an Engineering Audit Officer (EAO) to carry out this auditing responsibility.
  • The function of OEA is, therefore, mandated by the City Charter.
  • Directive 7 further requires that the EAO report directly to the agency head, or to a deputy agency head and, to preserve the EAO's independence and the integrity of the audit process, the EAO's duties must be fully segregated from any related operational responsibilities.
  • The OEA consists of several units: Construction Payments, Consultant Payments, Expense Payments, Change Orders, and Administrative, with a staff of engineers, accountants and administrative personnel.
