About the Role
The Administration for Children’s Services (ACS) Office of Information Technology (OIT) is seeking an experienced Senior Program Manager to deliver large-scale, complex, enterprise-wide projects. This role involves collaborating with third-party systems integrators, IT staff, business divisions, and executives to orchestrate project activities. The ideal candidate will demonstrate leadership, confidence, independent action, initiative, a sense of urgency, openness to feedback, decision-making ability, and a focus on target outcomes.
Responsibilities
- Determine project approach and resource requirements, including team roles, responsibilities, skills, bandwidth, and acquisition of staff and vendor resources.
- Participate in the procurement of products and services, including RFP creation, response scoring, vendor selection, and contract negotiation.
- Independently manage multiple complex software and infrastructure programs/projects concurrently from initiation to completion, ensuring on-time and within-budget delivery.
- Develop and execute communication plans to engage stakeholders and align expectations.
- Identify and manage deviations from project charter regarding scope, schedule, deliverables, and cost.
- Lead and coordinate User Acceptance Testing (UAT) activities, ensuring end-user requirements are met and systems are fully operational.
- Analyze, evaluate, and overcome program risks and issues, developing mitigation strategies and escalating as needed.
- Follow project methodology and templates, including project charters, status reports, risk/issue logs, and security accreditation.
- Identify future support needs and collaborate with appropriate units for effective operationalization of solutions.
- Provide oversight and management of blended teams of consultants, vendors, and agency staff.
- Manage Systems Integrator and Quality Control vendor relationships, holding them accountable for contracted services.
- Mentor project managers and project resources in areas such as agile best practices, leadership, methodology, tools, and people skills.
- Ensure adherence to published PMO methodologies, templates, and development standards.
- Provide periodic reports of project information and metrics for executive management.
- Support the PMO Director in team development, recruiting, resource and portfolio planning, and continuous improvement initiatives.
Requirements
- A baccalaureate degree from an accredited college in computer science, information systems, engineering, mathematics or related field and six years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems.
- A baccalaureate degree from an accredited college and ten years of satisfactory full-time experience related to enterprise architecture, solutions architecture, network architecture and/or IT infrastructure systems.
- Education and/or experience which is equivalent to the above.
