About the Role
Lead and direct experienced subcontracts professionals, lower-level supervisors, or associate managers. Communicate within and outside of the organization to explain and influence changes to policies, practices, or approaches. Manage personnel and complex projects or processes of strategic importance involving large cross-functional teams within the Space Systems Segment. Lead, direct, and review the work of direct report(s) who exercise latitude and independence in their assignments. Responsible for making significant improvements, providing leadership, direction, oversight, and management of supplier activities associated with subcontract task orders, to include contractual cost, quality, delivery, and schedule commitments in support of mission-critical solutions and systems in the protection of the U.S. Government and its allies. Demonstrated experience negotiating and managing large, complex subcontracts with minimal oversight or direction. Understand Government and Commercial procurement rules and regulations, contract types, and negotiation techniques.
Responsibilities
- Lead all aspects of the subcontract acquisition process from the proposal stage through program award with the ability to execute in the DoD and Commercial subcontract support areas
- Execute acquisition processes including requirement definition, generation of statements of work, generation of requests for information, quotes and proposals, proposal evaluations, source selections, negotiation and definitization, file documentation, ensuring compliance with all internal and Government FAR/DFARS/DPAS/CPSR procurement regulations, change management, invoice approvals, dispute resolution, and subcontract close-out
- Supervise drafting and negotiating contract vehicles including Subcontracts, Letters of Subcontract, Teaming Agreements, Long-Term Agreements, Master Service Agreements, Software License Agreements, Insurance Agreements, Intellectual Property Agreements, Non-Disclosure Agreements, and other legal matters
- Lead the team of Subcontract Managers to hold subcontractor cost, schedule, and technical performance, and ensure that L3Harris and its customer objectives are achieved, including on-time delivery, exceptional quality, and affordability
- Propose major milestones, such as preliminary and critical reviews and other schedule goals, and initiate corrective action measures when necessary
- Identify supply chain and contractual risk and provide recommended strategies to minimize or manage those risks and their associated impact to all stages of the contracting lifecycle
- Draft, review, and interpret contracts (including statements of work, statements of objectives, forecasts, specifications, terms & conditions, price, schedule, delivery schedule, etc.) and advise on contractual rights, obligations, and risk
- Manage other ongoing contract and subcontract management tasks as required (e.g., drafting and reviewing contractual correspondence, preparing for and attending contract review meetings)
- Ensure budget, sales forecast, and EVMS performance are met
- Manage program budgets and explain variances in monthly performance
- Apply ingenuity and innovation to develop solutions to complex subcontract problems and identify areas for performance improvement and cost reduction
Requirements
- Bachelor’s degree and a minimum of 9 years of prior relevant experience; Or, Graduate degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, a minimum of 13 years of prior related experience
- Experience managing supplier performance on cost-type contracts in the areas of technical scope, schedule, and cost
- Experience with Earned Value Management processes
- Ability to navigate FAR/DFARS, ITAR, EAR regulations and internal procedures for compliance
- Ability to support small business initiatives
- Ability to generate spending plans, payment forecasts, and variance reports
- Proficient in Microsoft Suite of products
- Ability to travel to supplier facilities periodically
Skills
- Previous work experience in a fast-paced, continuous-change integration environment
- Experience in Government and Commercial Contracting/Subcontracting, managing supplier performance in the areas of technical scope, schedule, cost, and risk mitigation
- Experience managing various types of moderately complex to complex subcontracts, including hardware, software, complex services subcontracts, internal research and development (IR&D) contracts, special projects, development, and follow-on/production subcontracts
- Experience in the following contract types: Firm-Fixed Price, Firm-Price Incentive Fee, Time and Material, Labor Hour, Cost Reimbursement (with fixed-fee, incentive fee, or award fee)
- Knowledge of and experience with the Uniform Commercial Code (UCC), Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARS), International Traffic in Arms Regulations (ITAR), and Export Administration Regulations (EAR)
- Excellent presentation skills and ability to develop effective working relationships with Program Management, Engineering, Finance, Legal, Operations, and external customers
- Knowledge of FAR/DFARS/ITAR laws, rules, and regulations
- Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts
- Lean Six Sigma experience
- Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting
- Operate with a sense of urgency and within tight deadlines
- Ability to communicate effectively with a wide array of professional levels and functions
