About the Role

Mohawk Medbuy Corporation (MMC) is seeking a full-time Strategic Sourcing Manager to support their Diagnostic Imaging team. This role is responsible for leading and implementing strategic sourcing processes to achieve the best overall value through contracts for safe, quality products and services. While not a management position, it involves training, supporting escalations, and risk management.

Responsibilities

  • Lead and implement strategic sourcing processes to achieve the best possible overall value.
  • Provide training on initiative-related work as required.
  • Support escalations for contract issues and risk management.
  • Act as a liaison between Members, Suppliers, Internal Stakeholders, and Strategic Alliances.
  • Uphold and support Public Procurement laws and directives.
  • Manage strategic sourcing activities from development to award and management.
  • Support the Senior Manager in developing and executing strategic sourcing initiatives.
  • Oversee the sourcing initiative process from start to finish, including contract development, negotiations, and management.
  • Manage relationships within strategic committees involving External Stakeholders.
  • Prepare, maintain, execute, and manage Category Strategies.
  • Research the business environment for initiatives.
  • Manage all stakeholders through their roles and responsibilities within the sourcing initiative.
  • Provide pertinent information relating to the regulatory business environment.
  • Assist with Financial Analysis.
  • Prepare and present to all stakeholders at all stages of sourcing initiatives.
  • Monitor business performance monthly/quarterly and implement plans to maintain targets.
  • Coordinate cross-functional teams.
  • Conduct risk assessment and mitigation.
  • Develop contingency plans.
  • Monitor Supplier and Member compliance as required.
  • Facilitate and lead stakeholders in the execution of sourcing strategies.
  • Define procurement requirements, issue formal and informal tenders/proposals, review bid responses, and write recommendation reports.
  • Deliver to defined service level commitments for customer relationship management.
  • Provide guidance to intra-hospital end-user departments on commercial, financial, and contractual matters.
  • Negotiate contracts in conjunction with internal and external stakeholders.
  • Lead complex contract negotiations to support Hospital goals.
  • Identify new opportunities for cost savings or increased service levels.
  • Provide leadership, mentorship, and guidance to others in a multi-stakeholder matrixed environment.
  • Develop and manage Sourcing Events in collaboration with stakeholders.
  • Maintain end-to-end ownership of all sourcing initiatives.
  • Develop and execute strategic sourcing initiatives to drive cost savings and process efficiencies.
  • Facilitate and lead the development of a statement of work for RFPs with hospital stakeholders.
  • Recommend and implement suitable procurement strategies and tactics based on Hospital needs and Broader Public Sector (BPS) Procurement Directive.
  • Review procurement requirements considering stakeholder input, trades, markets, and BPS directives.
  • Enhance subject matter expertise in respective categories.
  • Project manage initiatives in a matrixed environment using a defined strategic sourcing methodology.
  • Operate in compliance with BPS directives, Hospital and/or MMC policies and practices, and business ethics.
  • Participate in the development and implementation of corporate business plans and new opportunities.
  • Support internal projects such as new customer growth opportunities and special projects with the Ministry of Health/Ontario Health.
  • Support Member Engagement with the onboarding of new members.
  • Provide input/assistance to large, high-profile sourcing initiatives.
  • Support the development of improved processes and templates for standardization.
  • Manage work plan reviews.
  • Update policies and procedures.
  • Support and contribute to other MMC initiatives and projects.

Requirements

  • Post-secondary degree (ideally in supply chain, business administration, engineering, architecture, construction management, or a related field).
  • 5 to 7 years’ experience in Contracting, Strategic Sourcing, Public Procurement Purchasing, Material Management, Project Management, and Management in a Canadian healthcare-related field.
  • Project Management training.

  • Business writing proficiency.

  • Familiarity with online RFx software (i.e., Bonfire / Biddingo).
  • Advanced MS Office skills.
  • Advanced presentation development and delivery skills.
  • In-depth knowledge of sourcing and procurement principles and standard methodologies.
  • Understanding of standard contractual terms and conditions to mitigate legal and business risk.
  • Strong negotiation skills.
  • Certified SCMP Designation or PMP Certification, Public Procurement Designation, NISCL (Preferred).
  • Public sector procurement experience (Preferred).
  • Bilingual in French and English (Preferred).
