About the Role
This position performs advanced and/or supervisory (senior level) computer programming work, analysis and development of complex business processes, system solutions, and internal team direction. It serves as a customer interface for application-related activities and support, and oversees the work of other functional analysts. The role involves developing, modifying, and maintaining complex programs, and designing file and record interrelations within programs to fit the overall project design.
Responsibilities
- Oversees the overall development of applications including system design, planning, production, and customer support for software systems and solutions.
- Drives design, delivery, and integration for interfaces, system connectivity, and batch processes for existing applications.
- Coordinates daily development activities including coding, testing, and debugging of programs.
- Implements standards and procedures by coordinating the activities of programming staff.
- Coordinates staff, tasks, and schedules to develop, modify, and customer software applications.
- Provides technical direction and guidance to technical staff in analysis and programming activities.
- Supports the development of business processes through analysis and design for interfaces with various external agencies and service providers.
- Implements specialized programs to support applications and defines test processes to validate performance and stability.
- Coordinates with staff to develop and implement project plans including schedules, staff assignments, analysis tasks, and programming activities.
- Assists and coordinates with development staff to ensure adherence to standards and procedures for the implementation of business policies, procedures, and standards.
- Performs other duties as assigned, which may include disaster response or Continuity of Operations (COOP) activation.
Requirements
- Must be willing to work from an HHS office designated by the hiring manager 2 or more days per week located in Austin, TX.
- Occasional work outside regular hours and travel to other locations may be required.
- Selected candidates must be legally authorized to work in the U.S. without sponsorship.
- Selected candidate must be willing to commute to the office on the required days.
Skills
- Knowledge of current and emerging high-level principles, practices, and techniques of computer programming and systems analysis.
- Knowledge of computer operations procedures and systems.
- Knowledge of computer programming languages.
- Knowledge of multi-tier system development with the ability to troubleshoot and solve complex issues.
- Knowledge of building and supporting mission-critical applications, running in a highly distributed manner across multiple platforms with the ability to apply performance enhancing techniques.
- Knowledge of planning and implementation techniques for multiple software development lifecycle phases.
- Knowledge of practical methods and solution techniques to define the limitations and capabilities of computer systems.
- Knowledge of information technology equipment, applicable programming languages, computer hardware and software, computer operating systems.
- Knowledge of writing complex integrated program code.
- Knowledge of complex configuration management concepts and tools and software usability concepts.
- Knowledge of common design practices/standards associated with compliance to application accessibility (i.e. 508, JAWS etc).
- Skilled in extensive complex problem solving and critical thinking.

- Skilled in the use of computer hardware and software.
- Skilled in modifying or developing programs for computer applications.
- Skilled in web services, server scripts, APIs, Rest API.
