About the Role

The Fraunhofer Heinrich Hertz Institute HHI is a leading research institute in photonics, video coding, mobile and optical communication, and applied artificial intelligence. The Institute Leadership is establishing a dedicated Chief of Staff office to support strategic and operational business. This role serves as the closest point of contact for the Institute Leadership, integrating complex initiatives, providing strategic input, and ensuring detailed execution. The Chief of Staff will shape the institute's research agenda, manage leadership processes, orchestrate international relations and conference presence, and ensure leadership has the necessary information and opportunities to act. This position operates with the authority of the Institute Leadership across all departments and represents them as needed.

Responsibilities

  • Support the Institute Leadership in developing and reviewing the institute strategy and research portfolio.
  • Prepare strategy processes, leadership retreats, and position papers.
  • Monitor technology, market, and political trends relevant to the institute's fields and present them to the leadership.
  • Prepare and follow up on institute leadership meetings, including agendas, briefing documents, decision proposals, consolidated input, minutes, and systematic follow-up of resolutions and actions.
  • Manage the critical short- and long-term priorities of the Institute Leadership, undertake special projects on their behalf, and act as an integrator between Institute Leadership, department heads, and administration.
  • Serve as the central point of contact for the institute's international relations, partnership agreements, delegation trips, and the Institute Leadership's international agenda.
  • Plan and orchestrate high-level visits from ministers, parliamentarians, industry leaders, international delegations, and committees, including program design, briefings, protocol, logistics, and follow-up.
  • Coordinate the institute's corporate communications, developing it into a coherent function with a shared editorial and event calendar, consistent messaging, unified brand presence, and clear approval processes across press, web, social media, and publications.
  • Coordinate the institute's presence at leading international trade fairs and conferences (e.g., MWC, IBC, NAB, OFC, and ECOC), covering stand planning, messaging, leadership appearances, and follow-up.
  • Continuously monitor funding calls from federal and state ministries as well as EU programs and relevant political developments.
  • Assess the relevance of funding opportunities and political developments for the institute, inform department heads, track deadlines and institute participation, and support the institute's positioning with ministries and funding agencies.
  • Collect, consolidate, and verify the institute's key performance indicators (finances, personnel, projects, publications, patents, economic results, KPIs).
  • Maintain the institute's fact base and management dashboard.
  • Create reports, briefings, talking points, and presentations for the Institute Leadership, committees, funding agencies, and partners.
