About the Role

Provide Payroll Services for the processing of Payroll and Benefits transactions, ensuring that all employee payrolls are processed within established timelines according to policies, collective agreements, and business requirements.

Responsibilities

  • Act as a point of escalation and provide guidance on payroll inquiries from managers and staff.
  • Review, investigate, and resolve inquiries sent to the Payroll Inbox.
  • Process bi-weekly payroll, ensuring compliance with legislation, policies, and collective agreements.
  • Audit payroll output for accuracy prior to finalization and transmission.
  • Follow up on payroll issues and resolve discrepancies in a timely manner.
  • Prepare and distribute post-pay reports to Finance, Human Resources, and Management.
  • Reconcile third-party payroll remittances and complete cheque requisitions.
  • Receive and run reports on employee changes from HRIS, verifying accuracy and compliance.
  • Process payroll requirements for employee changes (new hire, rate change, termination, etc.).
  • Perform year-end reconciliation and processing of T4 earnings and Employer Health Tax.
  • Validate and process Form T2200.
  • Review and reconcile pension contributions and finalize Member Data Collection reporting.
  • Calculate and process Pension Adjustments.
  • Coordinate with HR to receive and process hours for payroll.
  • Review and correct errors from hours upload and pay processing.
  • Provide support for time entry, accrual updates, and investigations.
  • Advise Attendance Coordinators and Timekeepers on internal policies and procedures.
  • Coordinate with HR and pension providers for accurate deduction and buyback processing.
  • Assist employees with Online Self Service registration for the Payroll System.
  • Support inquiries from managers and staff regarding routine attendance and payroll functions.
  • Ensure employees on leave are processed in accordance with collective agreements and policies.
  • Gather employee samples and reports for internal control and data integrity validation.
  • Collect and distribute Payroll mail.
  • Assist on projects related to payroll procedures, systems, and practices development and implementation.
  • Act as a backup for the Payroll Team Lead.
  • Orient and train new Payroll Specialists, ensuring standardized processes.
  • Perform other duties as assigned.

Requirements

  • Three years of community college or an undergraduate degree from a university.
  • Certification as a Payroll Compliance Practitioner (PCP) is required.
  • Minimum 5 years of experience in processing a full cycle payroll.
  • Experience processing unionized payroll in a multi-functional environment.
  • Proficiency and experience with various computerized payroll systems, and MS Office software including ADP-Workforce Now and Workday.
  • Intermediate to advanced Excel skills.
  • Works within PHO’s payroll policies, Collective Agreements and payroll related legislation.
  • Reviews the accuracy of all payroll pre-processing reports.
  • Identifies, reconciles and resolves a range of discrepancies and errors.
  • Balances competing priorities to meet established payroll deadline demands.
  • Maintains a high degree of confidentiality and knows when to escalate and when to problem solve.
  • Strong problem-solving skills and conflict resolution skills.
  • Occasional requirement to work flexible and extended hours to meet timelines during high workload periods.
