About the Role
This is a senior-level accounting position responsible for planning, developing, and participating in accounting procedures, supervising staff in one functional unit, and performing high-level accounting functions. Employees handle complex and responsible accounting tasks within their unit, reporting to a Controller or higher-level staff member with significant autonomy in problem-solving and procedure development. General supervision of accounting and clerical staff may be exercised.
Responsibilities
- Supervise and/or participate in the development, posting, and balancing of journal entries.
- Supervise and/or review the preparation of financial records and reports, including interim and annual reports and financial statements.
- Assist in the development of governmental grant applications and auditing existing grants.
- Perform accounting functions and fixed asset analysis.
- Develop accounting systems to ensure compliance with State laws regarding financial reporting.
- Create, maintain, and monitor capital project structure, plans, and budgets.
- Address problems and recommend alternative solutions.
- Develop and revise improved work procedure methods.
- Develop required fund schedules for the annual audit.
- Work with operating departments in monitoring and analyzing project costs.
- Perform monthly monitoring and analysis of trial balances and profit and loss (P/L) statements.
- Review cash requirements for periodic vendor payments and interdepartmental chargebacks.
- Process claims for reimbursements relating to various projects.
- Review capital project funds for potential closing and perform the closing process when required.
- Serve as liaison in accounting matters with various departments or agencies.
- Update financial system master data and chart of accounts.
- Perform testing and document system updates.
- Develop computer-based programs on personal computers (PC) utilizing user-oriented software languages to assist with accounting needs.
- Serve as the District’s Accounting and functional lead for Oracle PPM for Grants, including project costing, billing, revenue, receivables, reconciliation, reporting, and financial closeout.
- Reconcile PPM, Project Costing, payroll, indirect costs, and other grant financial activity to the General Ledger; research and resolve variances, rejected transactions, and suspense items.
- Oversee grant revenue and accounts receivable accounting, including sponsor billing, reimbursement requests, FS-25s, cash management, deferred revenue, and related journal entries.
- Review and reconcile grant expenditures, revenues, commitments, payroll costs, benefits, and indirect costs for accuracy and compliance.
- Prepare accounting entries, year-end adjustments, grant closeout entries, and financial schedules.
- Coordinate grant purchase order and expenditure monitoring with Grants staff, Accounts Payable, Procurement, and Grant Budget Analysts.
- Work closely with Grant Budget Analysts to reconcile grant budgets and actual financial activity and provide accounting information needed for forecasting, amendments, and financial planning.
Requirements
- Graduation from high school or possession of an equivalency diploma.
- Master's degree in Accounting plus two (2) years of professional experience in auditing or accounting; OR
- Bachelor's degree in Accounting plus three (3) years of professional experience in auditing or accounting; OR
- Master's degree in Economics, Finance, or Business Administration with a minimum of twelve (12) college semester credit hours in accounting courses, plus three (3) years of professional experience; OR
- Bachelor's degree in Economics, Finance, or Business Administration with a minimum of eighteen (18) college semester credit hours in accounting courses, plus four (4) years of professional experience; OR
- An equivalent combination of education and experience.
- Professional experience in auditing or accounting shall not include account keeping, bookkeeping, or other clerical financial or record keeping activities.
- Relevant college semester credit hours shall include no more than three (3) credit hours received for internships.
- Candidates meeting specific educational requirements must submit college transcripts or an itemized list of coursework and credits received.
