About the Role

This position is responsible for providing support to lead and implement strategic sourcing processes which achieve the best possible overall value by implementing contracts for safe, quality products and services. The role involves training, supporting escalations, and risk management, acting as a liaison between Members, Suppliers, Internal Stakeholders, and Strategic Alliances while upholding Public Procurement laws.

Responsibilities

Full accountability for strategic sourcing activities, including development, award, and management.
Support the Senior Manager in the development and execution of multiple strategic sourcing initiatives.
Oversee and lead the sourcing initiative process from start to finish, including contract development, negotiations and management.
Support the Senior Manager in the management of relationships within strategic committees involving External Stakeholders.
Support the Senior Manager in the preparation, maintenance, execution, and management of the Category Strategies.
Research business environment for initiatives.
Manage all stakeholders through their roles and responsibilities within the sourcing initiative.
Provide pertinent information relating to the regulatory business environment.
Assist with Financial Analysis.
Prepare and present to all stakeholders all stages of sourcing initiatives.
Monitor business performance monthly/quarterly and implement plans required to maintain targets.
Coordinate cross-functional teams.
Conduct risk assessment and mitigation.
Develop contingency plans.
Monitor Supplier and Member compliance, as required.
Facilitate and lead stakeholders in the execution of sourcing strategies.
Define procurement requirements, issue formal and informal tenders/proposals for goods and services, addenda, review bid responses based on qualitative and quantitative criteria and write recommendation reports.
Deliver to defined service level commitments for customer relationship management.
Provide guidance to various intra-hospital end-user departments regarding commercial, financial, and contractual matters.
Negotiate contracts in conjunction with internal and external stakeholders.
Lead effective complex contract negotiations that support Hospital goals and enhance competitive position.
Identify new opportunities for cost savings or increased service levels.
Provide leadership, mentorship, and guidance to others in a multi-stakeholder matrixed environment, as needed.
Develop and execute strategic sourcing initiatives across Member and Customer hospitals, driving cost savings and process efficiencies.
Facilitate and lead the development of a statement of work for RFPs with hospital stakeholders.
Recommend and implement the most suitable procurement strategies and tactics based on Hospital needs and Broader Public Sector (BPS) Procurement Directive.
Review procurement requirements considering input from stakeholders, trades, markets, and BPS directives.
Possess and continuously enhance strong subject matter expertise in respective categories.
Project manage initiatives in a matrixed environment using a defined strategic sourcing methodology.
Operate in compliance with BPS directives, Hospital and/or MMC policies and practices and accepted business ethics.
Actively participate in the development and implementation of corporate business plans and new opportunities.
Provide support to internal projects such as new customer growth opportunities and special projects with the Ministry of Health/Ontario Health.
Support Member Engagement with the onboarding of new members to MMC.
Provide input/assistance to large, high-profile sourcing initiatives.
Support the development of improved processes and templates for standardization.
Manage work plan reviews.
Support Policy and Procedure updates.
Support and contribute to other MMC initiatives and projects as required.

Requirements

Post secondary degree (ideally in supply chain, business administration, engineering, architecture, construction management, or a related field)
5 to 7 years’ experience in Contracting, Strategic Sourcing, Public Procurement Purchasing, Material Management, Project Management, and Management in a Canadian healthcare-related field.
Project Management training.

Familiarity with online RFx software (i.e., Bonfire / Biddingo).
MS Office, business - advanced knowledge.
Developing/conducting presentations– advanced knowledge.
In-depth knowledge of sourcing and procurement principles and standard methodologies.
Understanding of standard contractual terms and conditions to mitigate legal and business risk.
Strong negotiation skills
MBA (Preferred)
Certified SCMP Designation or PMP Certification, Public Procurement Designation, NISCL (Preferred)
Public sector procurement experience (Preferred)
Bilingual in French and English (Preferred)
