About the Role
The CityBuild initiative, under the Workforce Development Division of the Office of Economic and Workforce Development (OEWD), is seeking an Academy Coordinator. This role prepares San Franciscans for career opportunities in the CityBuild industry through pre-apprenticeship and administration training programs. The Academy Coordinator will fulfill the objectives and goals of CityBuild and OEWD, working on the highly visible CityBuild Academy Pre-apprenticeship Training Program.
Responsibilities
- Developing and managing the CityBuild Academy portfolio in adherence to OEWD’s goals, sector strategy vision, department procurement process guidelines, funding regulations and stakeholder workforce needs.
- Developing and coordinating preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
- Developing and monitoring grantee work plans and performance to assure that program models effectively steer the development of successful sector programming.
- Providing support for workforce program research including labor market data, industry trends, best practices, etc.
- Leading efforts with industry employers, training partners and post-secondary educational institutions to shape curriculum and create training models that are relevant to employer’s real-time needs.
- Working effectively with Post-Secondary educational partners, particularly within Construction Sector, coordinating collaborative efforts with education, community and employers.
- Leading in reviewing and rating workforce development proposals in CityBuild programming.
- Conducting labor market research and national program model reviews to recommend enhancements to exiting programming.
- Working with employers to customize curriculum for entry-level, mid-level and incumbent worker trainings.
- Developing tools and methods of evaluating and monitoring effectiveness of CityBuild programming.
- Leading the coordination of monitoring and evaluating strategies, policies and operations of sector programming through sector program oversight and formal monitoring visits, to assure that grantees are in compliance of federal, state and local funding requirements and guidelines.
- Preparing, reviewing and executing contracts and subcontracts for the disbursement of funds.
- Providing technical assistance, information and sharing of best practices.
- Establishing and coordinating operational methods and procedures.
- Recommending program model or training modifications and adjustments to ensure responsiveness of Initiative to both employers and job seekers needs.
- Working with other project or program stakeholders to coordinate and streamline various phases of project or program implementation.
- Collecting and evaluating qualitative and quantitative data through reporting systems.
- Preparing monthly, quarterly and ad-hoc sector and program data and program performance analysis to present to senior management, Workforce Investment Board members, sector stakeholders and City Officials.
- Assisting in evaluating and recommending CityBuild’s strategies and vision with Department’s Strategic Initiative’s team.
- Collecting data and preparing a wide variety of reports, memoranda and correspondence.
- Reviewing and analyzing monthly reports submitted by various community groups, organizations and agencies to ensure contract compliance.
- Leading the coordination and implementation of workforce sector stakeholders (including employers, training providers, educators, public officials, community members, industry and labor representatives) to best connect local residents with sector employment.
- Overseeing sector collateral and public messaging to assure that the public is aware of workforce sector services, programs and trainings.
- Coordinating with workforce system to assure that citywide job seekers can access sector services.
- Establishing and nourishing relations with construction employers.
- Convening with employers through individualized and group meetings, focus groups, and round table discussions to provide information on sector initiatives and gauge their workforce needs.
- Creating individualized recruitment plans with employer partners to help employers fill their workforce needs with sector candidates.
- Spearheading effective engagement and outreach to diverse populations, including re-entry population, public housing residents and public aid recipients.
Requirements
- Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
- Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
- Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
- Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
- Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
Skills
- Understanding and knowledge of San Francisco’s workforce local hire policies and other governmental legislations to provide employment opportunities to economically disadvantaged San Francisco residents
- Understanding of Federal, State and local laws and workforce programs as they apply to construction and professional services
- Understanding of principles and practices of community development programs and local governmental structure
- Understanding of various trades, tasks and skill requirements and entrance requirements
- Knowledge and experience with workforce development principles and practice
- Excellent interpersonal, written and verbal communication skills
- Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience
- Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others
- Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve disadvantaged populations
- Knowledge of San Francisco’s neighborhoods, local government, criminal justice system, workforce development, and social services infrastructures
- Knowledge of and direct work experience with federal, state and local funding including (but not limited to) Workforce Investment Act, Community Development Block Grant, Department of Labor, General Fund dollars, etc.
- Understanding of the regulations associated with each of these funding streams
- Knowledge and experience developing and implementing sector strategies and programming, specifically in the Construction sector
- Knowledge of national and local sector models that are innovative; implement best practices that serve Construction industry needs as well as those of local job seekers
- Ability to work effectively with a variety of stakeholders, including City department heads, union representatives, general contractors, community advocates and City staff
- Ability to interpret Federal, State and local policies and incorporate relevant requirements into existing local workforce policies
- Ability to analyze policy and perform statistical analysis to develop recommendations or to compile comprehensive reports
- Ability to write clear and concise reports, recommendations and correspondences on behalf of OEWD
- Ability to negotiate solutions based on existing policies, data and protocol
- Ability to utilize effective written and verbal communication skills in preparing memoranda and narrative reports, making formal presentations and facilitating large and small groups
- Ability to maintain and manage project information to allow for immediate access and reference
- Ability to manage time and workload appropriately
