About the Role

RESPEC is seeking a Business Analyst 3 to play a central role in modernizing a large public health agency's data decision-making processes. You will serve as the link between business stakeholders and technical teams, translating complex data and process challenges into clear requirements that drive improvements in agency services.

Responsibilities

Review, analyze, and evaluate business systems and evolving user needs, shaping solutions that align with organizational strategic goals.
Lead requirements-elicitation sessions with stakeholders across business and IT.
Document current-state and future-state process flows.
Dive deep into relational databases using SQL to profile, validate, and investigate data.
Write clear Business Requirements Documents (BRDs), functional specifications, and data dictionaries.
Define KPIs and metrics for reporting and analytics teams.
Support gap analysis between current and future business states.
Drive User Acceptance Testing by developing test scenarios grounded in documented requirements.

Requirements

10+ years of strong written and verbal communication skills.
Bachelor's degree in Business Administration, Information Systems, or a related field (equivalent work experience considered).
8+ years of Business Analyst / Business Data Analyst experience gathering, analyzing, and documenting requirements within enterprise IT environments.
Experience in state government or large-enterprise settings following formal SDLC methodologies.
Experience analyzing and documenting current-state ("as-is") and future-state ("to-be") business processes and data flow diagrams.
Experience with data analysis and documentation, including profiling, validation, and definition of data elements and business rules.
Hands-on, complex SQL work (queries, joins, aggregations) to analyze and validate data directly against relational databases.
Experience facilitating workshops, interviews, and stakeholder sessions to elicit and validate requirements.
Experience translating business needs into functional and data requirements documents and BRDs for technical teams.
Experience defining and documenting business metrics and KPIs.
Experience partnering with reporting/analytics teams on report specifications and data sourcing.
Experience performing gap analysis between current and desired future-state outcomes.
Experience supporting UAT, including building test scenarios and test cases from documented requirements.
Experience with data governance initiatives, source-to-target mapping, and data lineage documentation is preferred.
PMP certification or hands-on project management experience is a strong plus.
Background supporting enterprise reporting and analytics programs in large or government organizations is a strong plus.
