About the Role

The Compliance & HR Officer is responsible for the day-to-day management and follow-through of employee compliance, personnel administration, training compliance and associated HR processes. This ownership role requires identifying, actioning, and resolving compliance and HR matters independently, ensuring personnel and compliance processes are reliable and consistently followed.

Responsibilities

  • Take day-to-day ownership of employee personnel compliance, ensuring records are complete, accurate and current.
  • Monitor and action Right to Work requirements, DBS checks and renewals, visas/work permissions and other time-limited employment documentation.
  • Maintain accurate employee records, personnel files, HR systems and compliance trackers.
  • Identify upcoming expiries, missing information and compliance gaps and follow these through directly with employees and relevant managers.
  • Draft and send routine HR and employment correspondence, including probation, absence, employment changes and other employee matters using agreed processes and templates.
  • Support routine HR and personnel processes and ensure actions, documentation and deadlines are followed through.
  • Escalate unresolved or higher-risk compliance and HR matters through the appropriate route.
  • Maintain the training matrix and monitor mandatory training compliance across the workforce.
  • Identify upcoming and overdue training requirements and proactively follow these up with employees and managers.
  • Manage the administrative aspects of PING and other training/compliance systems and maintain accurate training records.
  • Produce clear training compliance information and reports and follow outstanding actions through to completion or escalation.
  • Work with Clinical colleagues where training relates to competence, retraining or clinical requirements, with clinical decisions remaining with the appropriate Clinical Lead/Manager.
  • Support Investigating Officers by collating records, statements, correspondence and other evidence, maintaining investigation documentation and assisting with actions and timelines.
  • Draft and issue investigation and employee relations correspondence using agreed processes and templates.
  • Arrange and provide administrative support for investigation, HR and other relevant meetings as required.
  • Collate information and evidence required for regulatory reports, notifications, commissioners and other external requirements.
  • Support the Registered Manager, Safeguarding Lead, Clinical Team and SMT with regulatory and compliance administration and ensure matters requiring their input are escalated through the appropriate route.
  • Complete regular personnel, training, HR and compliance audits and maintain agreed audit schedules.
  • Identify actions arising from audits and take ownership of following these through with the relevant people until completed.
  • Maintain compliance trackers and produce clear reporting on compliance levels, outstanding actions, deadlines and areas of risk.
  • Use data and reporting to identify trends, recurring gaps and areas requiring action.
  • Support the development and maintenance of clear, practical HR, investigation and compliance processes, templates and guidance.
  • Identify recurring compliance or process issues and work with the relevant manager to improve how these are managed.
  • Provide administrative support for ART and other relevant HR/compliance meetings, including preparing information and following through agreed actions.
  • Work closely with Clinical, Coordination, Recruitment and SMT to support effective personnel and compliance processes across the business.
  • Maintain confidentiality and handle employee and client information appropriately at all times.
  • Provide additional administrative and compliance support across the business where required.
  • Take part in the 1st office on-call rota outside normal office hours with support of 2nd on call.
  • Work to agreed personnel, HR, training and compliance KPIs including Right to Work, DBS and visa compliance, training compliance, personnel file completeness, audit completion, investigation administration and regulatory deadlines.
  • Support safe service delivery by ensuring workforce compliance requirements are actively monitored, accurate records are maintained and concerns are escalated appropriately.

Requirements

  • Highly organised, accurate and able to manage multiple ongoing actions, deadlines and priorities without needing close day-to-day supervision.
  • Confident working with data, spreadsheets, systems and trackers and able to produce clear and useful reports from information held across different systems.
  • Able to learn new systems, processes and regulatory requirements quickly and then apply them consistently and accurately.
  • Proactive and comfortable taking ownership of an area of work, identifying what needs to happen next and following actions through to completion without needing tasks to be repeatedly allocated or chased.
  • Able to work at pace, prioritise effectively and respond quickly when something needs action while maintaining accuracy and attention to detail.
  • Confident communicating with employees and managers, including following up outstanding information or actions and escalating appropriately where something is not being resolved.
  • Good written communication skills with the ability to draft clear, professional correspondence and maintain accurate records.
  • Comfortable handling confidential and sensitive employee information with appropriate judgement and discretion.
  • An interest in HR, personnel or employee compliance would be helpful.
  • Previous experience working within a regulated, compliance-led or process-driven environment would be advantageous.
  • Previous experience of healthcare compliance, mandatory training systems, Right to Work, DBS or visa monitoring is not essential.
  • The successful candidate will need to be able to learn Paragon’s requirements and processes quickly and take ownership of them once trained.
  • Self-motivated, practical and confident working independently, while recognising when to seek guidance or escalate something requiring management input.
