About the Role
The Fiscal Manager is a management-level position responsible for the overall management, administration, and oversight of the fiscal and budget operations of the Local Department of Social Services (LDSS). This role ensures compliance with financial regulations and reporting requirements while directing accounting, budgeting, procurement, and fiscal management functions.
Responsibilities
- Performs managerial work involving the analysis and interpretation of financial issues and supervises or evaluates a variety of financial programs.
- Manages personnel, including training, evaluating, and assigning work.
- Performs complex accounting work, fiscal reporting, cost effectiveness functions, and adheres to generally accepted governmental accounting procedures.
- Serves as a fiscal liaison to the Virginia Department of Social Services and the county.
- Verifies and approves invoices for vendor payments and ensures expenditures are reported to the correct program and funding stream for reimbursement.
- Develops a system to accurately account for fund expenditures.
- Assists internal and external auditors with the review of financial and case activities related to social services programs.
Requirements
- Considerable knowledge of accounting principles and laws, including GAAFR.
- Considerable knowledge of auditing standards, public administration, and/or regulatory compliance.
- Considerable knowledge of budgetary principles and practices.
- Considerable knowledge of management techniques and supervising personnel.
- Considerable knowledge of current office methods, procedures, and equipment.
- Considerable knowledge of business letter writing and standard administrative support techniques.
- Considerable knowledge of social services reporting systems and software.
- Demonstrated ability to analyze and interpret fiscal and accounting data.
- Demonstrated ability to prepare and present reports and recommendations.
- Demonstrated ability to plan, organize, and direct accounting systems and procedures.
- Demonstrated ability to establish and maintain effective team relationships.
- Demonstrated ability to display good professional judgment.
- Demonstrated ability to supervise or manage work directly or through subordinate staff.
- Demonstrated ability to communicate effectively both orally and in writing.
- Demonstrated ability to deal courteously and diplomatically with employees, managers, and the general public.
- Demonstrated ability to organize work and meet critical deadlines.
- Must possess a valid Virginia driver’s license without restrictions.
- Driving record must meet agency standards.
- Must meet a level of insurability set by the agency.
- Must live within a 1-hour drive from the agency.
- Willing to work on-call, after hours, and weekends on a rotating basis.
- Responsible for shelter duty during times of disaster.
- May be subject to a Criminal History Background search, Central Registry search, DMV/driving record check, and/or pre-employment drug screen.
- Investigation may include fingerprint checks, local agency checks, employment verification and references, verification of education, credit checks, and other checks.
- Finalist candidate must submit fingerprinting and provide personal descriptive information for a criminal history check.
- All offers of employment are contingent upon satisfactory results of required checks and screenings.
- Employee must be willing to work in community emergency shelters during natural disasters or emergencies.
