About the Role

The Housing Secretariat is seeking a qualified Coordinator, Policy and Program (Policy Advisor) to support the development and delivery of policies and programs within the Housing Policy and Strategy unit. This role involves research, analysis, consultation, and stakeholder engagement to advance the City's HousingTO Action Plan objectives and support renters.

Responsibilities

  • Implements detailed plans and initiatives and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned areas of housing policy, renters' issues, and community land trust policy, considering relevant developments, corporate policies, legislation, and initiatives by other levels of government.
  • Supports the management and planning of stakeholder tables and advisory bodies that advance the City’s housing commitments.
  • Coordinates the development of materials (presentations, briefing notes, reports) across teams and program areas for effective stakeholder engagement and communication.
  • Contributes to the development and implementation of policies, programs, and projects to support the City's HousingTO Action Plan objectives related to the right to adequate housing and support for Toronto's renters.
  • Develops, implements, and evaluates housing and renter rights education for Housing Secretariat managers and staff.
  • Provides advice and recommendations to Housing Secretariat managers and staff on housing and renter issues.
  • Identifies priorities and develops appropriate responses and recommendations on confidential issues within the division.
  • Provides strategic advice to align human rights considerations with Housing Secretariat equity and workplace diversity goals.
  • Handles confidential and sensitive information affecting the division related to corporate and divisional programs, policies, and strategies.
  • Liaises with and fosters cooperative working relationships with internal and external partners involved in housing policies and programs.
  • Builds and maintains strong relationships among internal and external partners to ensure effective consultation and engagement.
  • Advises and reviews Housing Secretariat programs, policies, and procedures for compliance with legislative and corporate policy obligations related to anti-discrimination, access, and human rights.
  • Supports corporate communications strategies regarding City and Housing Secretariat initiatives that promote the progressive realization of the right to adequate housing in Toronto.
  • Maintains Housing Secretariat data on housing and renter issues and/or complaints for reporting and trend analysis.
  • Provides input into and administers assigned budget, ensuring expenditures are controlled within approved budget limitations.

Requirements

  • Post-secondary education in a discipline pertinent to the job function (e.g., public administration, social science, legal studies) or equivalent combination of education and experience.
  • Experience planning and conducting policy/program research, analysis, and formulation of recommendations.
  • Experience in the areas of housing, homelessness issues, tenant issues and the right to adequate housing and/or community land trusts is considered an asset.
  • Experience in project management, including developing project work plans, managing deliverables, and monitoring and evaluating project outcomes.
  • Experience in planning and coordinating stakeholder engagements to inform program design and planning.
  • Proficiency in the planning, development, implementation and/or evaluation of programs and policies that address the needs of renters, people experiencing housing instability and/or homelessness is an asset.
  • Strong conflict resolution, problem-solving, and facilitation skills.
  • Ability to exercise good judgment in public relations and effectively manage communications.
  • Knowledge of current issues and trends in homelessness, affordable and social housing, right to adequate housing, and systematic inequities, and responsibilities of various levels of government.
  • Excellent communication, interpersonal, and human relations skills.
  • Ability to effectively motivate project teams.

Experience Level

Salary/Compensations

  • $89,337.00 - $132,880.00

About the Company

  • The Housing Secretariat is looking for a qualified Coordinator, Policy and Program (Policy Advisor) to support the development and delivery of policies and programs in the Housing Policy and Strategy unit, to support research, analysis, consultation, and stakeholder engagement; and the development and administration of policies and programs that advance the City's HousingTO Action Plan objectives and support renters.
  • Reporting to the Manager, Renters Strategy, the position will be part of a team that leads the development of programs and strategies focussed on supporting Toronto’s renters, including research projects, collaborating across Divisions, consulting with tenants and advocates, and advancing renter education and awareness initiatives.
