About the Role
The System Analyst VII position is within the TIERS / MES applications and project delivery organization, responsible for designing, building, and operating modern application solutions. This role serves as a senior technical leader guiding complex, high-visibility initiatives and advancing the effectiveness of the Medicaid application portfolio.
Responsibilities
- Provide technical leadership for critical initiatives, evaluating solution options, resolving technical challenges, and promoting reliable, secure, scalable, and cost-effective solutions.
- Drive continuous improvement and technology advancement by leading efforts to enhance application quality, operational efficiency, supportability, and service delivery through process improvements, technology adoption, automation, and industry best practices.
- Lead application portfolio operations and lifecycle management, overseeing planning, lifecycle management, and prioritization to maintain a healthy, supportable, and cost-effective application environment aligned with business needs.
- Establish portfolio performance measurement and reporting practices by developing and maintaining portfolio performance measures, operational and security metrics, KPIs, dashboards, and executive reporting.
- Lead stakeholder engagement and support executive decision-making by partnering with business, product, infrastructure, security, operations, and vendor teams to establish priorities, address risks and dependencies, communicate portfolio performance, and support technology investment decisions.
Requirements
- Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field (or equivalent experience).
- 12+ years of progressive IT experience supporting enterprise applications and technology platforms.
- Experience leading large, complex technology initiatives involving multiple teams and stakeholders.
- Experience managing enterprise application portfolios, application lifecycle management, or large-scale application operations.
- Experience developing or using KPIs, metrics, dashboards, and executive reports to support decision-making.
- Experience in Medicaid, healthcare, government, or other regulated environments (preferred).
- Experience with cloud technologies, AI, automation, or application modernization initiatives (preferred).
- Experience presenting recommendations and technical findings to senior leadership or executive stakeholders (preferred).
- Relevant industry certifications (preferred).

- Application portfolio management and lifecycle management, including operations, support practices, and technology risk management.
- Performance measurement, reporting, key performance indicators, dashboards, and portfolio analytics.

- Evaluation of innovative solutions and identification of opportunities to improve application performance, operational efficiency, and service delivery.

- Demonstrate situational awareness by understanding business priorities, organizational dynamics, and stakeholder needs.
