About the Role

We are seeking an experienced and driven External Bulk Transport Operations Manager to manage and develop regional external transport operations, ensuring effective planning, cost efficiency, and high standards of service delivery. This role involves leading the external transport planning team, building relationships with hauliers, and collaborating with internal teams to shape transport strategies and drive operational performance.

Responsibilities

Lead and support the external transport planning team, ensuring effective resource allocation, consistent planning processes, and delivery against operational targets.
Manage and develop strong relationships with third-party hauliers, transport suppliers, internal operations, accounts, and commercial stakeholders.
Oversee daily, weekly, and monthly transport performance, ensuring service levels, KPIs, and business objectives are achieved.
Establish and maintain accurate haulage rates, supporting rate governance and providing market insights.
Manage vehicle dispatch, routing, and tracking activities to maximize vehicle utilization and promote cost- and fuel-efficient operations.
Ensure compliance with ADR, waste legislation, O-licence requirements, and relevant health, safety, and environmental policies.
Monitor third-party vehicle, trailer, and equipment maintenance to ensure operational standards and legal requirements are met.
Analyze transport expenditure, haulage recovery, and financial performance to identify cost-saving opportunities and support budgets and improvement plans.
Produce timely monthly performance reports covering service provider performance and key operational metrics.
Work closely with other Regional Bulk Managers across the UK to share best practice, align processes, and support effective business decisions.
Use data-driven insights to identify opportunities for continuous improvement across planning, routing, supplier performance, and operational delivery.

Requirements

Previous experience in third-party transport management, external haulage, or a similar operational transport environment.
A Standard National or International CPC (Certificate of Professional Competence).
A proven track record of cost-effective purchasing, spend management, and financial oversight.
Strong communication and relationship-building skills, with the ability to work effectively with stakeholders at all levels.
A commitment to health, safety, and environmental standards.
Strong geographical knowledge of your operating area.
Flexibility to travel widely and work extended hours when required.
A strong team player with a passion for operational excellence and continuous improvement.
Methodical, organised, and proactive, with the ability to anticipate trends, solve problems, and deliver results.
Ability to support and develop their team, share best practice, and embrace opportunities to learn from others.
