About the Role

The Community Development Specialist assists in monitoring and evaluating SFPUC Project Labor Agreement (PLA)-covered capital projects' local and hyperlocal worker referral activities. This role serves as a liaison with community development organizations, maintains worker participation goals, reviews payroll and data, and analyzes reports to prepare worker profiles and program recommendations. The incumbent may also work with community service providers and agencies to monitor programs for compliance and assist with grant-funded project tracking.

Responsibilities

  • Assists in monitoring and evaluating SFPUC Project Labor Agreement (PLA)-covered capital projects' local and hyperlocal worker referral activities.
  • Serves as liaison with CityBuild Academy’s and other local and regional community development organizations’ pre-apprenticeship training programs.
  • Maintains and reviews PLA-supported contractor worker participation goals and requirements.
  • Reviews weekly payroll reports and quarterly data.
  • Collects and maintains a database of all PLA-related worker documentation and associated contractor forms.
  • Maintains close contact and coordination with OEWD CityBuild personnel, SFPUC project management and construction management staff, and representatives of local and regional labor unions and community development agencies.
  • Analyzes quarterly data and PLA reports and prepares worker profiles and program recommendations.
  • Works with community service providers, private non-profit organizations, and City, State, and Federal agencies to monitor programs for compliance.
  • May be assigned to help with Federal, State, or local grant-funded project tracking and analysis.
  • Monitors programs to ensure compliance with governmental requirements.
  • Assists project personnel in attending PLA-covered project PreBid, PreCon, PreJob and Project Labor Plan meetings.
  • Conducts weekly and as-needed site visits to monitor worker participation and state mandated journey to apprentice ratios.
  • Serves as a resource to the contractor’s superintendent, SFPUC construction management staff, and referred workers.
  • Analyzes contractor submitted PLA documents, including contractor’s labor workforce and apprentice worker projection forms.
  • Collates and shares statistical data with colleagues for actionable worker referral efforts.
  • Identifies individual and community-wide barriers to employment and suggests recommendations for program improvements.
  • Attends job and career fairs, SFPUC-hosted community events, and other project-related community and other meetings to encourage and promote opportunities for local and hyperlocal residents.
  • Provides program information and support services to citizen committees, and other community advocacy groups, organizations, and individuals.
  • Provides database management of worker referrals and project-specific worker referral activities.
  • Performs related duties and responsibilities as assigned, applicable to existing and proposed legislation and regulatory mandates.
  • Performs other related duties as required.

Requirements

  • Possession of a baccalaureate degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work.
  • Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice or elections related work.
  • Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration.
  • Possession of a Ph.D. or Juris Doctor degree from an accredited college or university.
  • Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice and/or elections related work may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.
  • Experience working with local agencies, including the Office of Economic and Workforce Development, CityBuild, Building and Construction Trades unions, and local and regional community organizations.
  • Understanding of communities in San Francisco and San Francisco regional territory.
  • Experience working and communicating with sensitive populations facing significant barriers to entry into traditional pre-apprentice and related job readiness and training programs.
  • Experience with worker referral opportunities for local and hyperlocal residents from underrepresented communities and in working with individuals from varying backgrounds, including those with social, economic, racial, and/or neurological differences.
  • Ability to manage multiple projects simultaneously.
  • Ability to work independently.
  • Familiarity with and an understanding of Federal, State, and Local construction and workforce laws and ordinances, such as the City’s Local Hire and First Source Hiring requirements.
