About the Role

The Housing Secretariat is hiring two Senior Strategic Policy Consultants to lead complex policy projects, provide strategic advice, and advance the development of effective housing policies and programs. These roles will contribute to system-level policy, intergovernmental advocacy, and the development of strategies focused on supporting Toronto's renters.

Responsibilities

  • Lead the planning and implementation of policy and program development, including research, analysis, consultations, and drafting of strategic housing policies.
  • Provide strategic policy and program advice to senior management regarding housing system trends, new housing supply, housing preservation, and renter assistance.
  • Develop strategic relations with stakeholders, including Indigenous partners, government officials, non-profit and private developers, and individuals with lived experience.
  • Lead multi-divisional and multi-sectoral project teams, establishing governance structures and applying project management methodologies.
  • Supervise, motivate, and train assigned staff, ensuring teamwork, quality, and continuous learning.
  • Ensure integrated communications, issues management, and responses to emerging issues.
  • Prepare reports and presentations for Committees of Council, community, and stakeholder groups.
  • Develop analysis and recommendations on legislative changes related to affordable housing and renter issues.

Requirements

  • Post-secondary education in a related discipline (e.g., public administration, public policy, urban planning, social science) or equivalent combination of education and experience.
  • Considerable experience managing and delivering large, complex policy development projects or strategic reviews.
  • Considerable experience leading project teams in a deadline-oriented environment and supervising staff.
  • Considerable experience developing and implementing stakeholder and public engagement strategies.
  • Demonstrated knowledge in housing or renter-focused policy, or ability to gain expertise in new policy areas.
  • Knowledge of the City's legislative framework and decision-making processes.
  • Highly developed communication skills, both verbal and written, including reports, presentations, and policy briefs.
  • Highly developed interpersonal skills and proficiency in conflict resolution.
  • Ability to advance equitable outcomes for groups experiencing housing instability and discrimination.
  • Ability to work collaboratively with front-line staff and individuals with lived experience.
  • Ability to handle confidential materials and implement privacy systems.
  • Deep understanding of a rights-based approach to housing and related data, policy, programs, and services.
  • Strong customer service skills.
