About the Role

This position supervises a project delivery team within the Project Design and Delivery branch, focusing on protecting life, property, and the environment from flooding, erosion, and water pollution. The role involves sponsoring Capital Improvement Program projects and delivering in-house designs to reduce flood risk, erosion, and protect water quality.

Responsibilities

Provides technical advice and direction to internal and external customers.
Manages, coordinates, implements, or monitors projects or programs.
Reviews plans and development proposals for impacts.
Recommends revisions and permit requirements to mitigate negative impacts.
Assures plans conform to City policies.
Resolves conflicts in difficult situations.
Develops, manages, and monitors project budgets.
Assists in developing and submitting proposed budget forecasts for short- and long-term City planning.
Develops and implements standard operating procedures, policies, codes, and ordinances.
Monitors projects for regulatory compliance.
Develops and evaluates a variety of projects, programs, or plans.
Develops long- and short-term planning and strategies for programs.
Develops design criteria.
Reviews or approves plans and specifications, change orders, and estimates.
Negotiates contract terms, fees, and scope of contract.
Reviews monthly progress reports, verifies final quantities and costs, compiles requisite documentation, reviews change orders, and audits as-built records.
Acts as a liaison among consultants, contractors, subcontractors, manufacturers, fabricators, suppliers, and the City.
Negotiates problems of changes, errors, or deficiencies.
Ensures compliance with project specifications and requirements.
Attends meetings and conducts presentations to City Council, boards and commissions, and other related agencies.
Coordinates and cooperates with other agencies, departments, divisions, and private utilities.
Interacts with internal and external customers to assess needs.
Responds to inquiries from the public and other departments about the development process.
Investigates and resolves complaints from the public.
Reviews and evaluates technical and management audits.
Develops training and team building programs.
Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.
Supervises, manages, leads, mentors, trains, and provides technical guidance to a team.
Responds to resident drainage inquiries.
Performs site assessments.
Implements small scale mitigation solutions.
Develops Hydrological and Hydraulic models.
Implements a variety of small to mid-size projects using in-house crews, external contractors, and public-private partnerships.
Sponsors CIP projects and provides critical input for larger Capital Improvement Program projects and other department programs.

Requirements

Must possess required knowledge, skills, abilities, and experience.
Ability to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.
Graduation with a Bachelor’s degree from an accredited college or university with major coursework in Engineering.
Eight (8) years of related experience acquired before and/or after licensing as a professional engineer.
Two (2) years of which were in a lead or supervisory capacity.
Direct experience in project planning, implementing sponsorship and/or project management for stormwater infrastructure improvements.
Strong technical knowledge and experience in applying engineering principles and practices related to stormwater management.
Experience in leadership and empathy while interacting with field crews and internal staff.
Agility, collaborative skills, self-motivated and ability to work well with others in a team environment.
Demonstrated skills and experience being a positive change agent in guiding teams through organization realignments.
Interpersonal skills and empathy needed to interact with citizens when explaining technical matters and describing City levels of service related to drainage infrastructure management.
Ability to travel to more than one work location.
Licensed Professional Engineer (P.E.) in the State of Texas; or if currently licensed in another state, must have the ability to obtain a Texas P.E. license within six (6) months of employment.
If selected for this position and meet the Driver Safety Standards in the City of Austin Driver Safety Program, may drive when necessary to multiple locations as part of regular job duties.
