About the Role

The Senior Project Manager will lead and manage City activities related to transit expansion, liaising and facilitating communication, coordination, and issue resolution between City divisions, Metrolinx, Ministry of Transportation, and other stakeholders for the Subway Program implementation. This involves managing complex issues, negotiating agreements, providing governance support, policy analysis, and leading reports to City Council.

Responsibilities

  • Leads and manages complex government and multi-agency transit expansion initiatives and projects, including strategic engagement, intergovernmental relations, corporate governance, and issues management.
  • Develops comprehensive presentations for senior management, administrative and Council committees, Council, and stakeholders.
  • Identifies, resolves, and escalates key issues in accordance with established transit governance structures.
  • Provides leadership and oversight for specific projects and/or programs, including reviewing the work of junior staff.
  • Manages project reporting and communication processes with divisional, agency, and intergovernmental partners.
  • Undertakes analysis and research to provide strategic advice on complex and multifaceted issues to senior management.
  • Facilitates collaborative relationships across City divisions and agencies on complex projects with multidisciplinary teams.
  • Manages strategic relations with other orders of government, public agencies, and partners.
  • Supports technical project teams by applying project management methodologies and establishing/tracking work plans, timelines, and deliverables.
  • Maintains awareness of initiatives within the City's administration, external organizations, and other governments to inform transit expansion policy, program/project management, and reports.
  • Prepares reports, briefings, presentations, and speaking materials.

Requirements

  • Post-secondary education in public policy, planning, economics, business administration, or a related field, or an equivalent combination of education and/or related experience.
  • Extensive experience in strategic engagement, issues management, public affairs, stakeholder, and project management.
  • Extensive experience writing reports, briefings, and policy papers with strategic advice and recommendations for senior management.
  • Extensive experience managing projects/initiatives or strategic initiatives within a large-scale organization.
  • Extensive experience developing and implementing terms of reference, objectives, and work plans.
  • Superior ability to organize and coordinate staff across multiple divisions and agencies in a complex, multi-stakeholder project environment.
  • Excellent verbal, written, and oral communication skills, with the ability to write and present complex information to various audiences.
  • Excellent critical thinking, negotiation, and problem-solving skills.
  • Superior interpersonal skills and the ability to maintain effective stakeholder relationships.
  • Superior understanding of the City’s legislative framework and decision-making processes, and strong understanding of other government organizations' operations.
  • Superior strategic, analytical, problem-solving, and conceptual thinking skills.
  • Sound judgment and ability to handle sensitive matters.
  • Ability to work in a dynamic environment with numerous active projects involving multiple stakeholders.
  • Excellent political acumen and understanding of public relations and building partnerships.
  • Excellent ability to work effectively as a team member, collaboratively in a multidisciplinary environment, and independently within tight deadlines.
  • Extensive proficiency in Microsoft Word, PowerPoint, Excel, Project, and Outlook.
