About the Role

This position performs a variety of procurement services, including managing procurement staff, overseeing source selection, contract monitoring and administration, category management, customer management, and program management. The role typically handles contracts of the highest value, complexity, and public interest.

Responsibilities

  • Manages one or more procurement units, including recruitment, hiring, training, and performance management.
  • Provides advisory and technical support services on procurement activities to customers, contractors, and the public.
  • Oversees multiple department customers and directly manages assigned departments, developing and maintaining business, operational, and contractual dependencies.
  • Performs program management, developing and maintaining policy knowledge, goals, objectives, and strategies.
  • Performs source selection and contract formation services, including informal solicitations (RFQ), purchase orders, single transaction contracts, and formal solicitations (IFB, RFP, RFQS).
  • Performs contract management and administration services, including order monitoring and contract compliance.
  • Performs category management, developing expertise, market intelligence, and strategic plans within assigned categories.
  • Responsible for full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Requirements

  • Graduation with a Bachelor’s degree from an accredited college or university, plus six (6) years of experience in a related field, including two (2) years in a supervisory or managerial capacity.
  • Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of the required non-supervisory/managerial experience.
  • Professional procurement experience in a governmental setting.
  • Professional procurement certification.
  • Experience developing strategic sourcing strategies based on market intelligence, risk insights, long-term organizational goals or other factors.
  • Experience leading and developing a procurement team.
  • Ability to travel to more than one work location.
  • Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

Skills

  • Knowledge of best practices nationally in public procurement.
  • Knowledge of public purchasing practices and techniques.
  • Knowledge of applicable procurement statutes, ordinances, and codes.
  • Knowledge of accounting and budgeting process as it relates to purchasing transactions.
  • Knowledge of contract law, terms, and conditions.
  • Knowledge of buying procedures, purchase orders, delivery orders, and the use of purchasing cards.
  • Knowledge of alternative delivery methods for the procurement of construction and construction-related professional services.
  • Knowledge of informal and all formal source selection processes including price competition.
  • Knowledge of contract negotiation and formation, contract management, and contract administration processes.
  • Knowledge of contract category management.
  • Knowledge of automated purchasing systems.
  • Skill in leading, managing, and training multi-disciplinary workforce.
  • Skill in providing internal consulting services.
  • Skill in providing relationship management to assigned customer departments.
  • Skill in developing and leading cross-functional teams.
  • Skill in computes applications including spreadsheets, databases, and word processing software.
  • Skill in establishing and maintaining good working relationships with other City employees and the public.
  • Skill in effective oral and written communication.
  • Skill in exercising good judgment, tact, and diplomacy.
  • Ability to resolve complex formal contract disputes.

  • Telework opportunities may be available after an initial training period.
  • Staff eligible to telework must be in the office for at least 40% of their scheduled work week.

Experience Level

  • Six (6) years of experience in a related field, including two (2) years in a supervisory or managerial capacity.
  • Master’s degree may substitute for up to two (2) years of non-supervisory/managerial experience.
