About the Role

Gilbane is seeking a SCA Project Officer to serve as the School Construction Authority's on-site representative overseeing one or more construction projects. This role offers extensive career growth opportunity and will be primarily located on job sites within the 5 NYC boroughs.

Responsibilities

Administer and coordinate activities for the design and construction of complex or highly visible projects under senior guidance.
Ensure quality and compliance from consultants and vendors in design and construction.
Make timely decisions to expedite project completion.
Correct design and construction errors early in the process.
Make decisions on project phasing and scheduling, monitor progress, and ensure completion within schedule and budget.
Interface with contractors, construction managers, school personnel, and senior officers on project issues.
Participate in developing and issuing project procedures and policies.
Provide guidance and advice to lower-level Project Officers.
Resolve issues and problems from field reports.
Work with architects/engineers on change orders, contract interpretation, shop drawings, and technical matters.
Issue field memoranda to enforce contract compliance and advise on liquidated damages.
Make onsite change order decisions, negotiate with contractors, and commit SCA resources.
Review contractor claims and advise senior management on appropriate actions.
Compile documentation for claim adjudication.
Visit job sites as required.
Coach and mentor less experienced team members.
Support a positive and inclusive work environment.
Perform other related tasks.

Requirements

Bachelor’s Degree (4 yr degree) from an accredited college or university.
Minimum 5-10 years of full-time experience as a technical specialist in construction design fields, managing educational or municipal construction projects.
2-4 years of experience managing all phases of construction work on a scale and scope similar to the SCA.
Valid driver’s license in New York State.
Proficient in Microsoft Office programs.
Understanding of contract documents and specifications.
