About the Role
Gilbane is seeking a SCA Project Officer to serve as the School Construction Authority's on-site representative overseeing one or more construction projects. This role will primarily be on the job site during the night shift, from 2:30 PM to 11:00 PM.
Responsibilities
- Provides administration and coordination of activities for the design and construction of complex or highly visible projects under senior guidance.
- Ensures quality and compliance in design and construction by all consultants and vendors.
- Makes timely decisions to expedite project completion.
- Corrects design and construction errors early in the process.
- Makes decisions on project phasing and scheduling, monitors progress, and ensures completion on schedule and within budget.
- Interfaces with contractors, construction managers, school personnel, and Senior Project Officers on project issues.
- Participates in the development and issuance of project procedures and policies.
- Provides guidance and advice to lower-level Project Officers.
- Resolves issues and problems from field reports.
- Works with architect/engineer on change orders, contract interpretation, shop drawings, and technical matters.
- Issues field memoranda to enforce contract compliance and advises senior management on liquidated damages and other contractual enforcement.
- Uses independent judgment for onsite change order decisions, negotiates with contractors, and commits SCA resources.
- Reviews contractor claims and advises senior management on appropriate action.
- Compiles contract and project documentation for claim adjudication.
- Visits job sites as required.
- Coaches and mentors less experienced team members.
- Supports a positive and inclusive work environment.
- Performs other related tasks.
- Works an afternoon/night shift position with hours being 2:30 PM - 11:00 PM.
Requirements
- Bachelor’s Degree (4 yr degree) from an accredited college or university.
- Minimum 5-10 years of full-time experience as a technical specialist in construction design fields, managing educational or municipal construction projects.
- 2-4 years of experience managing all phases of construction work on a scale and scope similar to the SCA.
- Valid driver’s license in New York State.
- Must pass a pre-employment substance abuse test.
