About the Role
Serves as the primary point of contact and liaison for agency clients and developers, offering guidance on housing strategies, policies, program requirements, and funding options to support sustainable housing development projects. Conducts internal finance and business administration, assessing compliance with agreements and contracts.
Responsibilities
- Assist clients, partners, builders, and developers in accessing affordable housing programs, tools, and incentives.
- Recommend and develop new policies, procedures, agreements, and applications for project funding and approvals.
- Develop business and financial plans for housing developments.
- Recommend and implement programs and agreements, monitor compliance, and resolve issues.
- Provide general finance and business administration, including account management and payment authorization.
- Review financial activities performed by administrative staff.
- Develop and assist in creating business and housing development plans for partner organizations.
- Conduct research on best practices for affordable housing developments, programs, and incentives.
- Prepare reports and recommendations for senior leaders and the HDC Board on programs, projects, and policies.
- Administer procurement policy and process, including reviews, updates, and recommendations.
- Maintain knowledge of housing development programs, innovations, and best practices in a Canadian context.
- Liaise with city officials, senior government officials, developers, and community-based organizations.
- Develop communications, marketing strategies, and community engagement plans.
- Perform other related activities and provide backup support for HDC administrative functions.
- Recommend approaches to leverage programs, funding, or services for viable business plans.
- Develop and recommend new agreements to support affordable housing units.
- Oversee the work of contracted agents and professional service providers.
- Prepare budget summaries, financial modeling scenarios, and business cases for housing projects.
- Assist in developing business plans, pro formas, and projections for specific projects and strategic initiatives.
- Advocate for investment and services related to specific projects and initiatives.
- Share sector-based knowledge and business practices through training and presentations.
Requirements
- Completion of an Honours Degree in Business Administration, Finance, or a related discipline.
- Professional designation in accounting, finance, legal, or housing is an asset.
- Minimum of five years of experience providing financial administration in housing services or a related service.
- General knowledge of real estate, housing, or property development, including business and financial planning.
- Familiarity with building construction sites and safety practices.
- Ability to understand legislation and legal documents, analyze issues, and make timely decisions.
- Advanced working skills in MS Word, Excel, PowerPoint, and Outlook.
- Ability to provide direction and oversight to specific functions, including contracted professionals.
- Demonstrated interpersonal skills for effective communication at all levels.
- Strong attention to detail and a high degree of accuracy.
- Demonstrated effective problem-solving, judgment, note-taking, and research abilities.
- Ability to prioritize and manage multiple competing tasks and meet deadlines.
- Applicants may be required to complete a job-related test.
- The successful applicant will be required to obtain a Criminal Record Check (CRC).
