About the Role

The Project Lead, Business Operations will coordinate, review, and lead project management activities for the Contract Integration Management and Compliance Unit within the Solid Waste Management Services Division.

Responsibilities

  • Implement detailed plans and recommend policies/procedures regarding program-specific requirements.
  • Conduct research into assigned areas, considering industry developments, corporate policies, legislation, and government initiatives.
  • Provide input into and administer assigned budgets, ensuring expenditures are controlled within approved limits.
  • Develop, enhance, and maintain contract tracking, KPI, and reporting tools, ensuring data integrity, completeness, and accuracy.
  • Supervise and provide work direction to project team members and support staff, fostering teamwork, high standards, continuous learning, and innovation.
  • Manage assigned projects, ensuring effective teamwork, communication, and high-quality work.
  • Coordinate the implementation of policies, procedures, and tools for contract lifecycle management.
  • Provide input, guidance, and technical expertise for City initiatives.
  • Assist with the development of ad hoc reports related to contracts or Divisional budgets, ensuring expenditure control.
  • Collect, analyze, evaluate, and interpret information to recommend improvements to projects, operating procedures, policies, and services.
  • Represent Solid Waste Management Services Business Services on committees and working groups.
  • Coordinate, implement, and develop tools and guidelines for business operations and management projects.
  • Prepare and review purchasing documents, such as Requests for Quotations and Requests for Proposal.
  • Prepare summaries of information and recommendations using analytical and research techniques.
  • Conduct site visits, field studies, and data analysis to identify trends and make recommendations.
  • Assist in the design and facilitation of policies, procedures, and processes.
  • Prepare responses, project plans, reports, briefing notes, presentations, and status updates for senior management.
  • Support SWM Contract Management by developing procedures, protocols, work practices, and tools to measure contractor performance and document data.
  • Assist clients in identifying contract interpretation deficiencies.
  • Help clients address day-to-day technical contract issues before they escalate.
  • Contribute to technology improvement initiatives to streamline contract data management and enhance reporting and decision-making.
  • Create training materials and deliver training sessions to diverse audiences.

Requirements

  • Post-secondary education in Business Administration, Accounting, Finance, Project and/or Contract Management, or a related discipline, or equivalent education and experience.
  • Experience in procurement, contract management, and/or project management.
  • Experience in preparing and reviewing contract agreements, procurement documentation, and standard operating procedures.
  • Experience creating staff reports for Management and Senior Management.
  • Considerable experience using SAP and Microsoft Office (Excel, Word, and PowerPoint).
  • Experience writing reports, briefings, and presentations for stakeholders.
  • Experience providing strategic advice and recommendations on sensitive issues.
  • Experience analyzing and extracting large volumes of statistical and financial data.
  • Experience interpreting reports and research materials.
  • Experience preparing, organizing, and presenting complex information to support decision-making.
  • Experience supporting team members and providing work direction, guidance, and support to staff.
  • Excellent interpersonal skills.
  • Highly developed communication and presentation skills with the ability to communicate orally and in writing at all organizational levels, and with staff, consultants, and contractors.
  • Excellent problem-solving and decision-making skills with the ability to handle difficult situations professionally.
  • Ability to work effectively in a team-oriented environment and follow instructions with minimal supervision.
  • Ability to exercise political acumen, sound judgment, and discretion in dealing with confidential operational matters.
  • Ability to work independently and as part of a team, collaborating with a wide range of stakeholders and subject matter experts.
