About the Role

This role ensures that the activities of the Markets division's business units comply with applicable laws, rules, and regulations, and helps the bank manage associated legal risks. The position supports Barclays International Markets businesses on legal and regulatory matters related to fixed-income trading, focusing on Global Markets fixed income sales-and-trading businesses (Rates and FX) and the Risk Solutions Group.

Responsibilities

Develop and implement best practice legal strategies for compliance with laws, rules, and regulations.
Provide legal advice and support to Markets division business units on matters related to their products and services.
Offer subject matter support in legal proceedings, including litigation, arbitration, and regulatory investigations, related to Markets business units.
Create and review legal documents for Markets division business units to ensure compliance with laws, rules, and regulations.
Maintain and update template legal documentation for the Markets division.
Conduct legal research and analysis to stay updated on changes in laws, rules, and regulations impacting Markets business units.
Develop and deliver training programs on legal and regulatory requirements for Markets business units.
Pro-actively identify, communicate, and provide legal advice on applicable laws, rules, and regulations (LRRs).
Stay updated on changes to LRRs in the relevant coverage area.
Ensure LRRs are allocated to and reflected within relevant policies, standards, and controls.
Provide expert advice to senior functional management and committees to influence decisions and contribute to function-wide strategic initiatives.
Manage, coordinate, and enable resourcing, budgeting, and policy creation for a significant sub-function.
Escalate breaches of policies/procedures appropriately.
Foster and guide compliance, ensuring regulations are observed and relevant processes are in place.
Focus on the external environment, regulators, or advocacy groups to monitor and influence on behalf of Barclays.
Demonstrate extensive knowledge of how the function integrates with the business division/Group to achieve business objectives.
Maintain broad and comprehensive knowledge of industry theories, practices, sector/functional knowledge, and external market developments.
Use interpretative thinking and advanced analytical skills to solve problems and design solutions in complex/sensitive situations.
Exercise management authority to make significant and certain strategic decisions or recommendations.
Negotiate with and influence stakeholders at a senior level internally and externally.
Act as the principal contact point for key clients and counterparts.
Serve as a spokesperson for the function and business division.

Identify issues and guide decision-making in structuring transactions and advising on business initiatives.
Act as a main point of contact to resolve and escalate legal and regulatory issues.

Requirements

A minimum of 7 years of post-J.D. (or equivalent) experience at a law firm advising on relevant transactions or relevant in-house experience within the legal department of an investment bank.
Extensive experience with and knowledge of fixed income markets in derivatives and cash products.
Expert knowledge of the laws and regulations applicable to these markets, including post-financial crisis regulatory change as well as the U.S. Securities laws.
A highly developed facility with complex structured transactions.
Excellent critical thinking and analytical skills.
Excellent written and verbal communication skills to convey key legal concepts and regulatory and internal policy requirements to business and other internal stakeholders as well as to sophisticated counsel representing Barclays’ customers and clients.
Strong interpersonal skills to facilitate positive colleague and client relationships and to ensure collaboration and respect among colleagues consistent with the Barclays Values.
