About the Role
The Program Specialist VII serves as the Division Coordinator for the Community Health Improvement (CHI) Division, reporting directly to the Associate Deputy Commissioner (ADC). This senior-level position performs consultative services and technical assistance, leading the implementation and management of complex program initiatives. Responsibilities include planning and overseeing division and agency programs, policies, and procedures, and advising on grant and funding actions, rulemaking, and policy implementation. The role involves evaluating program operations, making recommendations for improvements, and serving as a liaison to executive directors and other senior groups. This position also oversees rules development, updates, and document review, requiring initiative and independent judgment. Occasional extra hours may be required to meet deadlines and support agency mission-critical reporting.
Responsibilities
- Coordinates review, revision, and approval of action memos, executive correspondence, reports, or publications for the Division Office.
- Prepares reports, briefing documents, presentations, and talking points for the ADC and Deputy Commissioner.
- Manages division-level coordination for grant and funding actions review, ensuring materials meet standards, deadlines, and routing protocols.
- Coordinates rule-making processes for the Division, guiding staff and reviewing statutes and policies for rule revisions.
- Identifies process improvements and facilitates the development and revision of operational policies and procedures.
- Reviews policies and procedures for the entire division on various operational topics.
- Responds to legislative and external inquiries and requests.
- Serves as a liaison to staff, government agencies, community organizations, or the public to explain program specifics and requirements.
- Participates in Division consultation regarding advisory committee and council activities and written products.
- Reviews advisory committee operations across the Division for consistency.
- Performs other duties as assigned, including supporting disaster response, recovery, or Continuity of Operations (COOP) activation.
Requirements
- Graduation from an accredited four-year college or university.
- At least 2 years' experience overseeing or coordinating state agency rules.
- At least 2 years' experience coordinating and reviewing large-scale assignments across multiple areas.

- $5,797.66 - $7,652.91 Monthly
