About the Role

The Procurement Lead is accountable for delivering procurement activities and managing a team to handle significant procurements. This role involves close collaboration with colleagues to develop and execute procurement strategies, often balancing competing priorities. Strong stakeholder management and influencing skills are essential for success.

Responsibilities

  • Responsible for the delivery of procurements, ensuring alignment with HS2 objectives and wider benefits.
  • Develop key components of ITP and ITT documentation to agreed timelines, securing necessary approvals.
  • Responsible for achieving governance approval and assurance of all procurement deliverables.
  • Manage procurement evaluation processes, ensuring approvals for short-listing and contract award.
  • Ensure HS2’s procurement activities comply with UK legislation and set a benchmark for future projects.
  • Manage a Senior Procurement Manager and Procurement Manager, ensuring quality-assured output.
  • Provide accurate and timely procurement reporting and management information.
  • Present to boards and committees as required, responding to challenge and scrutiny.
  • Understand key commercial drivers and commercial success criteria for procurements.
  • Actively promote and embed Equality Diversity and Inclusion (EDI) in all work activities.

Requirements

  • Procurement Act 2023 and other related regulations.
  • Awareness of government initiatives and policies with ability to assess relevancy and defend applicability.
  • Experience working with or for publicly funded bodies including central government departments.
  • Knowledge of different forms of contract and risk allocation.
  • Experience in procurement strategy development.
  • Experience in project management and planning.
  • Experience in procurement processes.
  • Experience in risk & value management.
  • Experience with procurement systems.
  • Experience in negotiation.
  • Experience in contract development.
  • Experience procuring large value complex heavy civils / construction or similar works/services in compliance with the Utilities Contracts Regulations or Procurement Act 2023.
  • Thorough knowledge of applicable EU and UK procurement legislation and contracts using the NEC suite of contract forms.
  • Experience in operating in a matrix environment, with influencing and communication skills.
  • Commercial expertise to ensure value for money is secured and demonstrated.
  • Sponsor / Stakeholder relationship and management experience, with communication and influencing skills.
  • Experience undertaking procurements using different pricing/risk options dependent on desired outcome and market conditions.
  • Experience in motivating and leading a team of procurement professionals alongside peers and other senior managers.
  • Experience in leading teams, managing/coaching numerous staff in their career development.
  • Behave at all times in a manner consistent with the HS2 values of Safety, Leadership, Integrity and and Respect.
  • Actively promote and embed Equality, Diversity and Inclusion (EDI) in all work and support and comply with all organisational initiatives, policies and procedures on EDI.
