Responsibilities

  • Monitors the annual operating budget for the TB and HD Section, ensuring expenditures align with federal and state requirements.
  • Tracks expenditures from multiple funding sources using CAPPS Financials and provides recommendations on fund usage.
  • Prepares and reviews CAPPS financial reports for budget assignments, including annual budget loads and task profile changes.
  • Develops expenditure and federal reports for submission to CDC and the National Hansen's Disease Program.
  • Provides financial recommendations to Section Director and managers on resource allocation and efficient fund utilization.
  • Develops procedures for managers to submit requisition requests for procurements.
  • Assesses trends and resource utilization to support Section and agency goals.
  • Tracks and reports on resource use and the need for additional resources.
  • Acts as the approval authority for all Section invoices to be paid.
  • Acts as a financial liaison on resource, budget, and procurement issues with other agency sections.
  • Provides accurate budget line items for the annual operating budget.
  • Sends Contract Request Forms to the Contract Management Unit for program contract renewals.
  • Maintains the budget spreadsheet for management review.
  • Trains operation staff on basic procurement processes and procedures.
  • Produces reports from CAPPS financials for management decisions.
  • Provides leadership on procurement, requisition, and purchase order activities for the Section.
  • Reviews and approves requisitions in CAPPS Financial.
  • Provides guidance and technical assistance to operations staff on procurement issues and CAPPS Financial.
  • Interprets agency, enterprise, and state policies related to procurement.
  • Monitors fund availability for procurement and contracting.
  • Tracks recurring purchases and initiates renewals on time.
  • Reviews requisition data for accuracy and completeness.
  • Works with IT and Budget Sections to ensure capital authority is requested and projects are monitored.
  • Performs other duties as assigned, including disaster response and Continuity of Operations (COOP) activation.

Requirements

  • Must be legally authorized to work in the U.S. without sponsorship.
  • Must be willing to travel at least 10% of the time.
  • Must be willing to work outside the normal work schedule if needed.
  • Current and valid Texas driver's license.

Skills

  • Ability to plan and manage projects and resources.
  • Knowledge of state and federal financial planning, analysis, and budgeting.
  • Knowledge of DSHS CAPPS Financial Budgeting, Procurement, and Accounting Policies.
  • Knowledge of state and federal laws, regulations, policies, procedures, and processes relating to federal grants, federal rules on procurement, and federal budget processes.
  • Skill in developing goals and objectives, problem-solving techniques, and procedures to monitor and evaluate progress.
  • Skill in Microsoft Excel for creating routine financial reports.
  • Skill in program organization and financial management techniques.
  • Skill in developing cooperative, professional, and collegial relationships with internal and external partners.
  • Skill in using personal computer application software such as Microsoft Office applications (especially Excel and Word), or similar programs.
  • Skill in oral communication, including the ability to make public presentations and train staff, contractors, and others.
  • Skill in written communication, including the ability to write technical information in an understandable format and produce sophisticated reports.
  • Skill in developing and monitoring program or project budgets.
  • Skill in tracking deliverables and timelines.
  • Ability to devise and implement solutions to problems.
  • Ability to develop, research, interpret, apply, and evaluate policies and procedures.
  • Ability to research, assemble, correlate, and analyze facts, and devise solutions to problems.
  • Ability to assess and manage priorities, and meet deadlines.
  • Ability to effectively work with individuals and groups.
  • Ability to lead teams, facilitate workgroups, and work with stakeholders.

Experience Level

  • Two or more years' work experience working in a public institution in budgeting and/or accounting.

Education Level

  • Graduation from an accredited four-year college or university is preferred but not required.

Salary/Compensations

  • $5,425.33 - $7,200.00 Monthly
