About the Role

The Category Manager – HR is responsible for identifying and delivering against agreed procurement strategies, predominantly within the Human Resources spend category. This role requires solid experience in developing categories, data analysis, tendering, negotiations, contract management, and stakeholder engagement at a senior level, while also providing guidance to procurement colleagues.

Responsibilities

  • Manage and support Assistant Category Managers and Category Assistants, enabling their growth.
  • Develop, implement, and deliver long-term category strategies aligned with business needs, SZC values, and strategy.
  • Lead complex tender activities from inception through execution and implementation.
  • Consistently meet key Procurement metrics, including cost savings, SLAs, and reporting requirements.
  • Act as a trusted advisor, ensuring compliance with SZC governance, regulation, and best practice Procurement.
  • Deliver contracts in accordance with SZC governance requirements to meet project and business objectives.
  • Oversee professional development for self and team members.
  • Manage end-to-end Procurement activities for the Human Resources category and potentially other Indirects categories like Marketing, PR, and Comms.
  • Analyze spend data, market data, and trends to develop multi-year Category Strategies.
  • Advise the business and direct reports on best practice Procurement and SZC governance at tactical and operational levels.
  • Lead complex tender activities, ensuring outputs meet business needs through robust evaluation, negotiation, and contract management.
  • Ensure team members have opportunities for growth and experience in best practice Procurement.
  • Prepare, evaluate, and negotiate ITTs, ensuring compliance with scope and commercial requirements.
  • Negotiate and contract placements within frameworks, including Statements of Works/Work Orders.
  • Conduct direct negotiations.
  • Collaborate cross-functionally.
  • Engage and manage stakeholders at all organizational levels.
  • Manage supplier/contractor commercial relationships and engagement.
  • Implement progress and dashboard reporting, including contract-specific reports.
  • Maintain procurement and contract commercial files and records.
  • Liaise with the Legal team on contract conditions and NDAs.
  • Ensure all internal governance approvals are in place for timely Contract Execution.
  • Maximize operational and financial performance while minimizing commercial risk.
  • Support other Category Managers and the wider Procurement team as needed.
  • Conduct commercial activities throughout contract execution in accordance with SZC Supply Chain Procedures.
  • Participate in contract kick-off meetings and organize the Supply Chain section.
  • Oversee and advise on commercial administration of contracts, including Notices, Instructions, Applications, Invoicing, Payment, Variations, Changes, Disputes, Claims, Delays, Extensions of Time, Force Majeure, Liquidated Damages, Bonds, Guarantees, Intellectual Property Rights, Termination, Progress Monitoring, Financial Reviews, Liabilities, and Confidentiality Agreements.
  • Lead contract commercial reviews and attend progress reviews.
  • Recommend mitigating actions for commercial risk/claim events.
  • Implement contract commercial/financial reporting and participate in periodic reviews.
  • Participate in contractor performance management.
  • Lead commercial reviews of contractor delivery and attend valuation, progress, and risk reviews.

Requirements

  • MCIPS accredited or educated to relevant degree level is preferable.
  • Effective commercial/contract management skills are essential.
  • Clear knowledge of best practice contract methodologies.
  • Demonstrated track record of administering successful contracts.
  • Excellent commercial skills and ability to make sound decisions on financial value and service quality.
  • Understanding of contract performance measurement, risk management, and change.
  • Excellent negotiating, influencing, and communication skills.
  • Proven experience in developing and leading HR category.
  • Ensured compliance with company governance, UK Law, and EU legislation/regulation.
  • Experienced in digesting and interpreting contractual information.
  • Familiarity with nuclear site license conditions and the nuclear baseline philosophy is advantageous but not essential.
