About the Role
Vesta Management is seeking an experienced Property Manager to oversee operations at Oak Tree Village & Oxoboxo Lofts in Griswold & Uncasville, CT. The ideal candidate is hands-on, familiar with affordable housing programs (LIHTC, Section 8), and dedicated to operational excellence and resident satisfaction.
Responsibilities
- Oversee all day-to-day property operations, including financial, leasing, compliance, resident retention, and maintenance goals.
- Manage all staff to achieve property goals and standards.
- Maintain a clean and professional reception area.
- Preserve resident, applicant, employee, and company confidentiality.
- Set financial goals and prepare accurate annual property budgets.
- Monitor financial results and adjust operations to meet or exceed budget.
- Maintain accurate records of property transactions and process them on time.
- Collect, post, and deposit rent, late fees, and charges on time.
- Manage collections, depositing, and posting of all rent, late fees, delinquencies, and initiate legal action if necessary.
- Request and receive Housing Assistance Payments and special claims as applicable.
- Manage vendor/contractor communication, scheduling, billing, relations, and certificates of insurance.
- Process payables for payment and handle petty cash and all funds.
- Ensure property is rented to maximize occupancy and rent collection.
- Identify markets and secure prospective residents through marketing strategies.
- Conduct marketing outreach to neighborhood groups, employers, and community organizations.
- Perform marketing surveys and review traffic reports and trends.
- Ensure leasing team techniques are effective in closing rentals.
- Implement and maintain procedures and systems in accordance with Vesta SOP.
- Ensure leases and corresponding paperwork are complete, accurate, and processed on time.
- Gather, prepare, and execute lease renewals.
- Process interim and annual recertifications and other required documentation.
- Secure all required applicant and resident signatures for administrative processes.
- Maintain accurate resident files in compliance with Vesta standards and regulatory requirements.
- Ensure all administrative paperwork is accurate, complete, and processed on time.
- Process information in property management software regularly.
- Organize and lead community emergency team, instructing staff and residents on emergency response.
- Foster positive relationships with residents, communities, and agencies.
- Address resident concerns and requests to ensure satisfaction.
- Implement resident retention initiatives and distribute property communications.
- Consistently implement property rules and regulations.
- Utilize recruitment techniques to interview, hire, and onboard new team members.
- Ensure team efficiency through staff meetings, training, development, counseling, and performance management.
- Ensure property is appropriately staffed and oversee on-call maintenance duties.
- Handle administrative processes involving personnel in a timely manner.
- Coordinate maintenance schedule, projects, and needs with the Maintenance Supervisor.
- Complete monthly maintenance reports.
- Inspect grounds, common areas, vacancies, and amenities, addressing deficiencies with Maintenance.
- Monitor service contractors for proper completion of duties.
- Document capital improvement needs and solicit competitive bids.
- Ensure unsafe conditions are corrected immediately.
- Direct staff to practice 'safety first'.
- Perform other duties as assigned by management.
Requirements
- Associates degree or equivalent experience.
- 3-5 years of related experience or proven track record in occupancy, leasing, or APM role.
- Experience with site-based affordable housing programs strongly preferred.
- COS and/or CPO Certification strongly preferred.
- Experience in a supervisory role/capacity required.
- Bachelor’s degree in business management/property management field is a plus.
- Multilingual skills strongly preferred.
- Strong computer skills, including MS Office suite, Outlook, and property management software.
- Successful completion of a background check and drug screen required.
- Valid Driver's License and clean driving record required.
