About the Role

The Civil Engineering Technologist (CET) supports the delivery of the City's Capital Works Program in the design and construction of municipal infrastructure, primarily roads, sewers, watermains, and TTC streetcar tracks. This role involves acting as a Team Lead and Lead Designer, preparing detailed designs, coordinating with external agencies, assisting with tenders, and resolving design conflicts during construction. The CET also serves as a Subject Matter Expert in landscape architecture, green infrastructure, and arborist services, and will coach junior staff.

Responsibilities

Conduct site investigations and inspect construction for adherence to design specifications, including green infrastructure elements.
Develop and maintain RFPs for arborist services.
Review designs for completeness, accuracy, and conformity to City standards.
Coordinate, monitor, and track engineering data for the Capital Works Program.
Prepare, check, and review engineering data and contract drawings.
Assist in coordinating, monitoring, and tracking design status for the Capital Work Program.
Assist Project Engineers/Supervisors with planning, design, tendering, construction, and inspection of municipal infrastructure.
Perform detailed engineering design using CADD software for municipal infrastructure projects.
Administer, track, and monitor storage of CADD files, plans, and scanned documents.
Prepare reports, plans, and detailed specifications for planning issues, including feasibility designs and preliminary estimates.
Administer contracts for infrastructure installation, construction, maintenance, and rehabilitation.
Conduct preliminary field investigations and studies for City infrastructure proposals.
Troubleshoot and resolve design-related issues during construction.
Evaluate sites and analyze data including soil, drainage, environmental, vegetation, and climatic conditions.
Participate in developing technical standards and specifications for municipal infrastructure.
Prepare documents such as Forms of Tenders, REOIs, RFPs, RFQs, and specifications.
Complete requests for proposals for consultant services.
Respond to inquiries from the public, consultants, contractors, and other stakeholders.
Analyze data, perform calculations, and make recommendations.
Train, instruct, mentor, and assist other staff.
Lead projects and direct staff on projects.
Prepare training course materials and conduct training.
Prepare survey layout, cross-sectional, quantity, and related reports.
Prepare general correspondence and technical reports.
Represent the Division on internal/external committees and at public forums.
Coordinate with utility companies, agencies, and approval authorities.

Requirements

Graduate in Civil Engineering Technology or approved equivalent combination of education and experience.
Extensive experience in engineering design related to municipal infrastructure (e.g., roads, sewers, watermains etc.).
Experience utilizing Computer Aided Design and Drafting (CADD) (i.e., Bentley Suite of Products or equivalent) and MS Office Suite, in a Design Environment in landscape architecture, green infrastructure and arborist services.
Experience in coordination, monitoring, and tracking the status of Designs.
Valid Ontario Driver's License Class "G" and be eligible to pass the tests required to receive a City driver's permit needed to operate a city vehicle.
Ability to interpret digital or hard copy engineering data, drawings, and documents.
Advanced knowledge of Civil Engineering and Construction related theories, methods, and practices.
Ability to perform manual and computerized mathematical calculations used in engineering analysis.
Advanced problem solving, project coordination skills and the ability to exercise independent judgment in dealing with technical matters.
Advanced knowledge of all relevant regulations, statutes, standards and practices related to Occupational Health and Safety Act, Ontario Provincial Standards Specifications (OPSS), Ontario Provincial Standards Drawings (OPSD), Ministry of the Environment, Conservation & Parks (MECP) and Transportation Association of Canada (TAC), Accessibility for Ontarians with Disabilities Act (AODA).
Well-developed project coordination, interpersonal and group skills.
Ability to work effectively with consultants, contractors, colleagues and other City employees at all levels, and members of the public.
Ability to provide work direction and review the work of other staff and Engineering Consultants.
Ability to communicate effectively both orally and in writing at all organizational levels.
Ability to plan, prioritize, organize, and work with minimal supervision.
Knowledge of modern graphic techniques and computer applications as it pertains to urban design will be considered an asset.
