About the Role

This role involves designing and implementing a new portfolio management framework from scratch for a federal acquisition oversight office, based on updated 2025 policy. You will collaborate with a senior acquisition portfolio lead to define how investments are selected, grouped, assessed, and governed, and how the framework will be implemented and measured.

Responsibilities

Translate federal acquisition policy into process models, decision trees, and pathway logic.
Design the taxonomy for grouping investments by mission capability area.
Map governance processes, defining participant roles and decision-making flows.
Build an implementation roadmap detailing sequence, dependency, and phasing.
Facilitate and capture working sessions with government stakeholders.
Produce executive-grade briefing material for senior government leadership.
Support the inventory and classification of existing investments.

Requirements

5+ years designing information artifacts in a professional services, consulting, or government context.
Demonstrated process modeling experience.
Experience building taxonomies, classification schemes, or information architecture.
Senior-level Visio proficiency.
Executive-grade PowerPoint proficiency.
Strong plain-language writing skills.
Ability to work onsite in Washington, DC occasionally.
Federal acquisition, program management, or governance exposure preferred.
Current or recent DHS suitability determination preferred.
Figma, Illustrator, or equivalent for higher-fidelity work preferred.
Facilitation experience with senior stakeholders preferred.
Familiarity with IT investment management or capital planning preferred.
U.S. Citizenship with the ability to obtain and maintain a Public Trust clearance.
