About the Role

This is a vital and hands-on role that provides Human Resources support to our three offices across Canada. The PC&E Business Partner, Labour Relations leads the daily functions of the PC&E department including recruitment, administering benefits, managing leaves, and enforcing organization policies and procedures. Operating within a unionized environment, the Business Partner plays a key role in labour relations, supporting collective agreement interpretation, grievance resolution, and collaborative union-management engagement. The role requires a deep understanding of HR best practices, labour law compliance, and positive labour relations strategies to uphold a fair and supportive work environment. The role contributes to PC&E strategy and supports training initiatives. The Business Partner also contributes to and leads specific processes in performance management and recruiting. The PC&E Business Partner, Labour Relations carries out and has input into DSF’s people initiatives and engages in building culture, providing great internal employee support, and driving HR excellence and process improvement. This role requires a strong understanding of HR best practices across multiple provinces (Ontario, Québec, and British Columbia), as well as knowledge in employment law, expertise in employee relations, and collective bargaining environments.

Responsibilities

  • Lead recruitment process for management level and below.
  • Assist in recruitment process for executive level roles.
  • Update job descriptions as required.
  • Collaborate with Finance on budgeting required for recruitment.
  • Provide support to administrator for onboarding procedures.
  • Support performance management, employee retention, and engagement strategies to maintain a thriving workforce.
  • Be accessible to all employees and proactive in employee relations.
  • Administer DSF’s group benefit plan.
  • Lead DSF’s wellness initiatives including Headspace.
  • Update compensation bands as needed.
  • Participate in compensation reviews.
  • Support with annual salary increase process in conjunction with Finance.
  • Manage salary bands as determined by the collective agreement.
  • Develop annual training plan and lead implementation.
  • Research potential training opportunities and align with key learning objectives for staff.
  • Provide employee support in professional development processes and training programs.
  • Support Manager and Director in termination process.
  • Oversee offboarding with support from Coordinator.
  • Conduct exit interviews.
  • Interpret and apply collective agreements, ensuring compliance and fostering a respectful, productive labour-management relationship.
  • Serve as a resource to managers and employees on union-related matters, ensuring clear communication and understanding of rights, responsibilities, and processes.
  • Support grievance handling and dispute resolution, working collaboratively with the union and leadership to facilitate fair and constructive outcomes.
  • Support in union negotiations, labor-management meetings, and collective bargaining processes as needed.
  • Ensure progressive discipline and performance management processes align with collective agreements, labor law, and organizational values.
  • Partner with the union on workplace initiatives, ensuring collaborative problem-solving and joint advocacy on people and culture matters.
  • Ensure HR policies and programs comply with federal and provincial employment legislation.
  • In conjunction with the team, ensure maintenance of accurate HR records, analytics, and reporting, ensuring data-driven decision making.
  • Make recommendations to improve the delivery of HR practices and services.
  • Prepare and update employee employment letters and related documentation for all changes in employment conditions, ensuring accuracy and compliance with organizational policies and collective agreements.
  • Lead project team researching new HRIS.
  • Engage with HRIS vendors.
  • Support in implementation, and lead the day-to-day project coordination.
  • Other duties as required.

Requirements

  • Bachelor’s degree or equivalent experience in Human Resources, administration, business, or another related field.
  • 5+ years’ experience in HR Generalist or HR Business Partner role(s) or equivalent.
  • Demonstrated experience in a unionized environment, including collective agreement interpretation and grievance handling, is required.
  • HR designation preferred.
  • Advanced fluency in French and English language skills, written and verbal.
  • Working style is inclusive, relational, emotionally intelligent, transparent, self-reflective, and comfortable working through moments of difficulty, conflict, and ambiguity to support colleagues and the wider organization.
  • Knowledge and experience supporting current and emerging human resources practices, tools and systems.
  • Working knowledge of current Canadian and provincial (BC, Ontario, Quebec) laws regarding employment and human rights.
  • Sound understanding of and commitment to equity, diversity, inclusion and anti-racism.
  • Demonstrated communication and interpersonal skills.
  • Strong diplomacy and relationship building acumen.
  • Adept at managing organizational priorities.
  • Adept multi-tasker with an inclusive, systems, and process mindset.
  • Proven skills in judgement, solid ethics, and discretion with all dealings (especially with confidential and sensitive issues).
